DEPARTMENT MARKETING STATEMENT
The Project Delivery Department is seeking an enthusiastic professional to help lead the cross-functional planning and execution of major shutdowns, ensuring alignment with production goals and safety standards . As an Construction Engineer, you will be a part of the team that manages and delivers complex construction projects in support of Metros overall mission to provide safe, reliable, and affordable transportation options throughout the region.

This job may be a great opportunity if you:
  • Effectively understand and develop detailed shutdown schedules, resource plans, and contingency strategies.
  • Coordinate with departments such as Operations, Maintenance, Engineering, Safety, and Compliance to ensure readiness and support.

The job tasks may include, but are not limited to, evaluating technical scopes of work; facilitate pre-shutdown meetings, progress reviews, and post-shutdown evaluations, developing guidance and training for staff on new shutdown and track access procedures; and monitor shutdown activities in real-time, resolving issues and adjusting plans as needed. The Candidate should have excellent communication skills, both written and oral, to ensure that the needs of internal and external stakeholders are clearly understood and addressed.

MINIMUM QUALIFICATIONS

Education
  • Bachelor's degree in Engineering, Construction Technology or related field of study
    • In lieu of a Bachelors Degree, a High School Diploma/GED and formal training, such as industry recognized apprenticeships and certifications, or related two-year degree and two (2) years of relevant work experience, in addition to the experience stated below, will be considered

Experience
  • Minimum of seven (7) years of experience in mechanical engineering and construction programs in an operational environment.

Certification/Licensure
  • Possession of, or ability to acquire, a valid motor vehicle operator's permit within six (6) months of starting and maintained while holding the job
  • Roadway Worker Protection (RWP) Certification, Level 2, within 6 months of hire and maintained for the duration of time while holding the job

Preferred
  • Masters Degree in Mechanical Engineering

SUMMARY

The Construction Engineer, Mechanical is a skilled, construction engineering professional that conducts, participates in, and manages activities, including planning, technical direction, administration and implementation of the assigned rehabilitation and capital improvement projects for the Washington Metropolitan Area Transit Authoritys (WMATAs) Metro transit system. The incumbent is assigned to projects and provides technical expertise in mechanical engineering within the Office of Capital Program Delivery and ensures the application of WMATAs contractual project requirements.

ESSENTIAL FUNCTIONS
  • Coordinates and manages engineering, design, and construction implementation of assigned projects in accordance with Authority plans and specifications. Documents processes and oversees project documentation for conformance with WMATAs approved procedures and all internal and external project requirements. Effectively utilizes and guiding others to utilize, the Capital Programs construction document management systems.
  • Provides specialized technical support and knowledge to project implementation team,
  • including contractors and WMATA management and staff. In collaboration with project managers, may coordinate construction activities. Conducts site inspections and reviews procedures in the field to validate milestones and resolve field conflicts. Reports out on construction progress and communicates with WMATA internal stakeholders.
  • Oversees the planning, documentation and execution of testing, integration and commissioning activities to ensure compliance with requirements. Resolves complex engineering questions and constructability issues effectively and timely throughout project lifecycle. Continuously evaluates design and construction for potential risks, develops alternative courses of action, and makes recommendations.
  • Plans and verifies substantial completion and final inspections of contractors completed work and reviews documentation for compliance with project requirements. Reviews contractors inspection procedures and recommends improvements to ensure compliance with project requirements. Escalates issues appropriately and provides actionable solutions to decision makers. Considers safety, customer service, accountability, and sustainability factors consistently and applies WMATA best practices and regulatory requirements.
  • Ensures that construction implementation is coordinated with operational departments. Collaborates closely with project implementation team and provides technical oversight and direction. Evaluates plans, designs, reports, and correspondence.
  • Provides technical assistance regarding engineering and constructability, statements of work, independent cost proposals, project schedules, and change requests, during all phases of project deliver (pre-procurement, procurement, implementation, testing and commissioning). Provides technical expertise, as appropriate, in the preparation of final decisions of the Contracting Officer.

OTHER FUNCTIONS
  • Prepares progress reports on the status of assigned projects.
  • May review and recommend for approval of requests for payment from contractors. As a Subject matter Expert (SME), provides technical expertise and analysis with actionable recommendations to COTR.
  • Observes installation and testing for compliance with applicable safety regulations. Inspects for unsafe practices and notifies safety representative on site and takes action to correct safety hazards. Performs regular and random safety inspections; prepares safety reports to ensure construction activities are completed in a safe manner and without adverse impacts to revenue service; and attends contractor's toolbox safety meetings. Is authorized to stop construction work when significant safety concerns arise, and immediately reports the action to a supervisor.
