Our client is seeking a Data Developer to support their Performance Analytics team in launching the PARIS SQL Database and integrating key procurement systems (VRM, COMMBUYS, and MMARS)
The Performance Analytics and Reporting Information System ( "PARIS") will streamline data management, providing valuable insights into vendor and buyer activities within Statewide Contracts. The primary objective of PARIS is to integrate disparate databases and systems into a single, centralized repository, enabling comprehensive analysis and insights into the public procurement market. The prompt and comprehensive development of PARIS is a top priority for our client.
This developer will play a key role in designing and optimizing data retrieval and processing, ensuring data consistency and accuracy across the agency. They will collaborate closely with the data management team to develop standardized data feeds from operational applications. The ideal candidate will have experience in MS SQL database design, including database modeling, schema development, and unit testing of interfaces and integrations.
Responsibilities
1. Design and develop SQL tables, views, stored procedures, functions, and triggers to support reporting, analytics and business logic.
2. Support ETL processes and automation for integrating internal and external data sources.
3. Design and implement data pipelines to facilitate smooth data transfer and integration across systems.
4. Collaborate with the Data Czar and Data Management Team to establish data validation rules and quality control measures.
5. Monitor technical metrics to track progress, assess project success, and inform future improvements.
6. Follow established business, technical, and project policies aligned with OSD, A&F, and EOTSS guidelines for data management best practices.
The ideal candidate may also be expected to:
7. Assist in implementing best practices for indexing, partitioning, and query performance tuning, data nomenclature, and process standardizations to optimize data organization and system performance.
8. Translate functional requirements into technical design documentation.
9. Manage the project's relational database models and schemas, ensuring they are aligned with business needs.
10. Document data models, integration process, and best practices to maintain system transparency and knowledge sharing.
Qualifications
1. 8+ years of experience in SQL server database design, administration, and optimization
2. Expertise in SQL programming including writing procedures, functions, and triggers.
3. Strong expertise in SQL for querying, reporting, and data extraction with experience exporting and importing data from formats such as Excel (.xlsx) and CSV.
4. Proficiency in data modeling, ETL processes, and system integration (including data from both internal and external systems).
5. Familiarity with data pipeline design and management to facilitate smooth data flow.
6. Strong understanding of data validation controls and ensuring data consistency across systems.
7. Familiarity with public sector data systems (preferred)
8. Familiarity with Qlik and Microsoft PowerBI (preferred)
Skills
Problem solving with a strong analytical approach to database performance, system integration, and automation.
Ability to collaborate effectively with cross-functional teams (e.g., data management, development, and business teams.)
Experience with data governance and ensuring alignment with organizational data management standards
