Job Details

Position: Technical/Solution Architect

Duration: 12 months with extension possible

Location: Saint Paul, MN (The work is expected to be hybrid, partially remote and partially in person. The vendor must be able to be on-site for weekly meetings or as needed and travel within Minnesota to various worksites.

Role Purpose

The Technical Architect will serve as the technical lead responsible for assessing the current MNCrash system architecture, designing the future-state architecture, and ensuring that all technical, data, and integration requirements are fully defined and documented for the MNCrash 2.0 initiative.

This position bridges business requirements and technical design, ensuring that MNIT and DPS modernization goals are achieved through scalable, secure, and compliant technology solutions. The Architect will also provide technical advisory support during the implementation phase to ensure the system aligns with approved requirements and standards.

Key Responsibilities

  • Evaluate the existing MNCrash environment, including infrastructure, application components, data flows, and integrations.
  • Identify technical gaps, performance bottlenecks, and modernization opportunities.
  • Design the future-state architecture, including application, data, and integration layers.
  • Develop system integration strategies and data exchange specifications in alignment with MNIT standards.
  • Recommend secure, scalable technologies and tools that meet both business and technical needs.
  • Ensure compliance with CJIS, NIST, and Minnesota IT security standards.
  • Collaborate closely with the Business Analyst to ensure technical requirements are accurately reflected in documentation and the RFP.
  • Contribute to drafting and refining technical sections of the RFP, including architecture, security, and performance requirements.
  • Support evaluation of vendor proposals from a technical perspective and assist the State in assessing solution feasibility and alignment.
  • Provide oversight and validation during system implementation, reviewing vendor deliverables, data migration plans, and technical documentation.
  • Participate in go-live readiness and post-implementation reviews to ensure successful transition.

Qualifications

Education & Experience

  • Bachelor's or Master's degree in Computer Science, Information Systems, or a related field.
  • Minimum 10 years of experience in IT system architecture, enterprise design, or large-scale modernization.
  • Experience with state or public-sector systems, preferably within public safety, transportation, or data integration domains.
  • Technical Expertise
  • Strong knowledge of system integration, data architecture, and secure data exchange.
  • Hands-on experience with cloud or hybrid architectures, API-based integrations, and modern data management tools.
  • Familiarity with state-level IT standards, security frameworks, and compliance regulations.
  • Proven ability to design architectures that support high availability, scalability, and maintainability.
