What We're Looking For in an Acquisition Support Specialist?
- Execution of all work shall be under the direction of the Acquisition & Manpower Branch Chief (AAM).
- Provide support to the USAMRIID Acquisition & Manpower Branch to maximize the efficiencies available for materiel procurement and ensure coordination of enterprise contracting actions and issues.
- Ensure that there is close coordination between USAMRIID AAM, Logistics, end users, and supporting contracting offices for each requirement that will be sent for contracting activity.
- Coordinate contract actions, assist and prepare documents that are required during the acquisition life-cycle process. These activities include but not limited to: initiation of re-compete activities, initiation of option year renewals (notifications at 120, 90, 60, 30 and 15 day intervals), incremental funding and contract extensions.
- Identify upcoming actions, manage and process ongoing actions, and maintain current status of all actions regardless of the source of funding or contracting agency making award.
- Create "Blanket Request for Service Contract Approval Forms" (RSCAFs) for unpredictable recurring maintenance needs executed via Government Purchase Cards (GPC) and ensure GPC transactions are within the authorized amount each fiscal year (track transactions against Blanket RSCAFs). Submit new "Blanket RSCAFs" as required.
- Support the planning and procurement of equipment, software, service maintenance contracts, and extended warranties and assist with inquiries regarding actions, status, process, and adherence to plans.
- Coordinate follow on actions for facilities, software and equipment maintenance awards as required ensuring no contract lapses are possible.
- Assist in reviewing requirement documentation to determine if additional information is needed before submitting to contracting for processing. This includes requirements definition; analysis of alternatives; timelines; Acquisition Strategy/Plan; Independent Government Estimate (IGE); economic analysis; Minimum Essential Characteristics (MECs), Specifications, Statement of Needs, Performance of Work Statements; Sole Source Justifications; Quality Assurance Surveillance Plan (QASP); Reference documents; GFE list coordination.
- Provide coordination required to identify MECs, validate USAMRIID has confirmed requirements for new equipment can be met, and will ensure IMD has approved all procurement of equipment containing computer.
- Coordinate transmission of the appropriate procurement packages, contract modifications, and other acquisition issues. In addition, will provide acquisition advice to the USAMRIID customers on contractual matters based on working knowledge or acquisition regulations and policies.
- Assist in conducting market research for various laboratory supplies, equipment, and services as needed.
- Document SOPs and processes and provide input for enterprise policies related to USAMRIID procedures.
- The Employee will be the primary technical liaison from USAMRIID to contracting for the duration of the contract action.
- Work with Resource Management (RM) to coordinate processing actions and any taskers.
- May be required to initiate the Purchase Request (PR) in General Funds Enterprise Business System (GFEBS).
- Support the end users in documentation of requirements and validation of funding strategies (spend plans). To accomplish this, the Employee may attend Requiring Activity meetings as needed.
- Update the status of contract actions on a daily basis. Assist in the evaluation of contracting strategies or plans to be used in support of outgoing proposals.
- Integrated Product Team (IPT) meetings.
- Acquisition Contracting Operational Support
- Provide acquisition operational support using commercially available tools such as Microsoft Suite products and SharePoint. In addition, the employee shall use government provided tools such as Virtual Contracting Enterprise (VCE) Paperless Contract File (PCF), VCE Business Intelligence (BI), GFEBS, Global Electronic Approval Routing System (GEARS) and Procurement Integrated Enterprise Environment (PIEE)
- Key areas of required knowledge include: Government Procurement Card processes and authorities, Defense Medical Logistics Standard Support (DMLSS) experience, and Electronic Catalogue (ECAT) experience. A weekly report (Deliverable 9)-Situational Report (SITREP) shall be delivered by noon on each Wednesday outlining status of all known actions regardless of current maturity.
- Drafting and tracking progress against acquisition timelines mutually determined by USAMRIID staff with the contracting activity, in accordance with the annual contracting forecast, and in accordance with funded proposal submissions.
- Function as a central focal point for acquisition processes, best practices, lessons learned, and awarded vehicles.
- Acquisition/Assistance and Acquisition template creation, management, version control, and training.
- Provide Quality Assurance on all contracting packets being sent to contracting. Each package should be current with all known requirements and should be reviewed for consistent quality prior to submission.
- Maintain USAMRIID contract files (soft copies) in an organized, consistent, and current manner.
