The Client is seeking resources to build, test and deploy components of SmarTrip backend system to support the Website modernization project. Planning, design, and implementation work for the front end of the wmata.com and smartrip.wmata.com will be completed by a separate implementation vendor. The Offeror for this task order will be provided with extensive information around requirements, architecture, and design to use in developing the SmarTrip components required to support the new wmata.com and smarTrip.wmata.com Website.

The SmarTrip Mobile app is a third-party developed Mobile app in the iOS and Android platform for SmarTrip account management and transit product purchases. The SmarTrip Mobile App was first released in the iOS platform in September of 2020 and the Android platform was released in June 2021.

This project is for the onboarding of staff to support the implementation of the SmarTrip Mobile App 2.0 by providing application integration and deployment to include development; configuration and testing; and deployment of the code to production environments for the applicable SmarTrip components and dependencies.


Duties:

Oversee the day-to-day responsibility of managing in-scope Web Applications project.

Coordinate project team activities with other teams and senior management.

Communicate with sponsoring organizations to assist in needs assessment and functional specs.

Draft specifications and develop work plan definitions.

Manage tasks, overall deliverables, and status tracking.

Apply best practices and agile project management methodologies appropriate to the project scope.

Develop and manage the project schedule using, MS Project.

Provide status reports and modify schedules or plans as required.

Prepare project reports for management, clients, and others.

Confer with project team members to provide technical advice and resolve problems.

Hold regular project meetings with stakeholders to monitor progress and communicate actions required.

Proactively solve problems to ensure milestones are met and projects are completed on time and within budget.

Conduct and evaluate post-mortems to improve future projects.

Manage project issues, revise plans as necessary, and communicate changes to project team members.

Maintain close contact with project sponsors; ensuring shared vision, stakeholder buy-in, and project support.

Successfully complete mandatory security awareness training on annual basis.

Review and assist with system hardening and vulnerability remediation.

Oversee the process for conducting mandatory peer code reviews with developers as part of the code commitment process to ensure that secure coding practices are being followed before code is merged into the main development branch. Document those pull request reviews in Bitbucket.

Experience:

Bachelor s Degree

Two (2) years of experience performing the duties identified above in an information technology operation; and

Three (3) years of experience leading complex web application projects in an Agile software development methodology, with proven skill in utilizing Agile SDLC tools such as Cloud JIRA, JIRA, Confluence, TestRail, Bamboo, and Bitbucket to manage and control project tasks and delivery.

5 years or more of application hands-onexperience
