Overview
A Community Development Agency is seeking a journey-level Business Systems Analyst to support the re-engineering of permitting and workflow processes. This role will focus on gathering requirements, improving operational efficiencies, and ensuring successful implementation and adoption of new features within the County s permitting system, Accela.
Responsibilities
- Elicit, analyze, and document business and technical requirements.
- Organize requirements into clear, actionable documentation.
- Prepare meeting minutes, action items, and next steps.
- Collaborate with developers to ensure clarity of requirements throughout the development cycle.
- Develop software test plans and user guides.
- Conduct quality assurance testing to ensure system reliability and adherence to requirements.
- Train end-users on new and existing software systems for effective adoption.
- Contribute to project documentation, including proposals, schedules, change requests, and closure reports.

- Excellent oral and written communication skills.

- Strong organizational skills and attention to detail.
- Ability to manage deadlines and prioritize tasks effectively.
- Comfortable communicating with customers, technical teams, management, and vendors.
- Experience facilitating meetings and working independently with minimal supervision.
- Ability to quickly learn new systems and interpret complex data for stakeholders.
Preferred Experience
- Hands-on experience with Accela or collaboration with Accela development teams/vendors.
- Experience working in or with a Community Development agency, especially in areas related to permits, inspections, or planning.
