Subject Matter Expert (SME)
Location: Linthicum, MD
Responsibilities will include but are not limited to:
- Translate complex public policy and program rules into actionable technical and business strategies.
- Lead cross-functional design sessions involving technical architects, data teams, product owners, and business SMEs.
- Define and validate functional and non-functional requirements for system modernization.
- Guide the planning and documentation of modernization roadmaps, including solution blueprints, impact assessments, and product roadmaps.
- Structure and review data flows involving eligibility determination, benefit issuance, and external reporting.
- Coordinate with QA, Security, and DevOps teams to ensure alignment with performance, accessibility (508), and HIPAA standards.
- Represent delivery teams in planning and design sessions with agency leaders, stakeholders, and policy experts.
- Support and review implementation of business rules engines from a compliance and program integrity perspective.
- Facilitate communication between technical teams and agency representatives, ensuring shared understanding of solution design.
- Guide the design of solution architecture to ensure alignment with business objectives, compliance mandates, and technology standards.
- Interpret federal and state policy documentation into decision logic and business rules for implementation.
- Identify solution gaps, risks, and integration points across legacy and modern platforms.
What You ll Need:
- Bachelor s degree in Computer Science, Information Systems, Engineering, Business, or a related field. (Master s degree preferred)
- 7+ years of experience in the IT field.
- 5+ years of specialized experience directly related to the subject matter area.
Set Yourself Apart With:
- 10+ years in public sector technology, with deep exposure to Client programs and regulatory environments.
- 5+ years working directly with state or federal eligibility systems, system modernization, or cross-program solutions.
- Proven expertise in SNAP, TANF, Medicaid, Child Support, or IES program environments.
- Familiarity with modern tech stacks including Java, .NET, Corticon, PostgreSQL/Aurora, AWS, and Informatica.
- Skilled in documenting functional requirements, user stories, and system interaction diagrams.
- Strong understanding of modular architecture, rules-based systems, SOA, and data governance.
- Ability to manage stakeholder relationships, interpret policy, and advocate for viable technical solutions.
- Excellent written and verbal communication skills, capable of translating complex topics for non-technical audiences.
