Job Overview

  • Understands business objectives and challenges, identifies alternative solutions, and performs cost/benefit analyses.
  • Analyzes user requirements, operational procedures, and system problems to automate processes or improve existing computer systems.
  • Collaborates with stakeholders to define input/output requirements, reporting formats, and system specifications.
  • Writes detailed documentation describing user needs, program functions, and development or modification steps.
  • Reviews computer system capabilities, specifications, and limitations to determine the feasibility of program requests.
  • Possesses comprehensive expertise in Oracle, AWS, and cloud-native architectures.
  • Modernizes legacy systems and implements modular, scalable, and cloud-based data solutions.
  • Supports HHSC transformation objectives by optimizing database performance and ensuring secure cloud deployments.
  • Facilitates collaboration among cross-functional teams to enable agile delivery and uphold architectural governance.
  • Ensures secure, accurate, and efficient management of data across both legacy and modernized systems.



Key Responsibilities

  • Analyze business needs and identify technology-driven solutions.
  • Conduct feasibility and cost/benefit studies for system enhancements or automation.
  • Confer with organizational units to assess current procedures and identify areas for improvement.
  • Document functional requirements and technical specifications for program development or modification.
  • Design, develop, and maintain enterprise data models, data warehouses, and data lakes to support analytics and reporting.
  • Optimize Oracle database performance and ensure high availability and disaster recovery.
  • Implement and manage Oracle RAC and Data Guard configurations.
  • Perform backup, restore, and recovery operations using RMAN.
  • Develop and tune complex SQL and PL/SQL procedures.
  • Manage cloud infrastructure, including deployment, storage, and security best practices.
  • Support DevOps practices and CI/CD pipelines for database changes.
  • Evaluate and integrate AI, machine learning, and big data analytics technologies within healthcare environments.
  • Participate in on-premises to cloud migrations and modernization efforts.
  • Promote architectural consistency and governance across systems.
  • Communicate effectively with both technical and non-technical audiences.

Candidate Skills and Qualifications

  • Minimum Requirements
  • 8+ years - Data architecture, data modeling, and data warehousing experience.
  • 8+ years - Oracle Database architecture, administration, and performance tuning.
  • 8+ years - Hands-on experience with Oracle RAC (Real Application Clusters) configuration and management.
  • 8+ years - Strong knowledge of data architecture principles and best practices.
  • 8+ years - Expertise in writing complex SQL, PL/SQL, and performance-optimized queries.
  • 8+ years - Strong understanding of Oracle Data Guard and HA/DR strategies.
  • 8+ years - Familiarity with cloud-native database services and PaaS offerings.
  • 8+ years - Experience performing database backup, restore, and recovery operations using RMAN.
  • 8+ years - Proficiency in cloud infrastructure management, data storage, and cloud security best practices.
  • 8+ years - Experience developing and maintaining enterprise data models, data warehouses, and data lakes.
  • 8+ years - Experience with AI, machine learning, and big data analytics integration in healthcare.
  • 8+ years - Experience working in DevOps environments with CI/CD pipelines.
  • Preferred Qualifications
  • 8+ years - Experience transforming monolithic, on-premises data structures to microservice-aligned schemas.
  • 8+ years - Experience with Enterprise Architecture practices, hybrid cloud deployments, and migration roadmaps.
  • 8+ years - Excellent communication skills with the ability to explain complex technical concepts to non-technical audiences.
  • 8+ years - Understanding of Information Management principles, SDLC, IT architecture, and organizational technologies.
  • 8+ years - Customer-focused approach with ability to collaborate across all levels of the organization.
  • 8+ years - Proactive leadership style with strong attention to detail.
  • 3+ years - Experience within an integrated eligibility case management system.
