Job Title: Oracle PL/SQL Data Migration Specialist
Location: New York, NY 10038
Duration: 6 Months

Overview
A leading public sector agency is seeking an experienced Oracle PL/SQL Data Migration Specialist for a major initiative involving the conversion of SAS code and backend ETL processes into a robust Oracle database environment. This role will directly support business-critical projects by optimizing and modernizing data management solutions.

Key Responsibilities

  • Analyze and document existing SAS code, identifying data flows, macros, procedures, and all dependencies.

  • Redevelop SAS-based backend ETL processes into well-optimized Oracle PL/SQL code (tables, views, packages, procedures, functions).

  • Ensure the new PL/SQL codebase matches or exceeds the functionality and performance of original SAS scripts.

  • Design and build new database tables, and optimize queries for performance and scalability.

  • Conduct comprehensive parallel testing to validate outputs and ensure system integrity.

  • Produce clear technical documentation, including architecture and data flow diagrams.

  • Facilitate training and provide knowledge transfer to internal development teams.

  • Deliver one month of post-implementation support to troubleshoot and resolve any issues.

 

Required Qualifications(Mandatory)

  • At least 10 years of total professional experience in the IT industry.

  • Proven experience migrating SAS ETL code to Oracle PL/SQL in enterprise environments.

  • Advanced skills in SAS, Oracle PL/SQL, SQL, and understanding of relational database concepts.

  • Demonstrated experience with ETL best practices and performance optimization in Oracle.

  • Strong background in database design, schema creation, and data warehousing.

  • Track record of successful, timely project delivery and problem resolution.

  • Excellent communication, documentation, and client collaboration skills.

 

Preferred Qualifications

  • References or case studies showcasing successful SAS-to-Oracle data migration projects.

  • Experience training end-users and technical teams on new database environments.

  • Familiarity with public sector projects and compliance standards.

  • Background in handling sensitive data securely.

Project Timeline

  • Conversion & Implementation: 5 months

  • Post-Production Support: 1 month
