Work Schedule/Shift: Mon-Fri | Minimum 40 work hours per week.
Duration/Length of Assignment: 12 Month Contract to Hire
Pay Rate: $54.00 per hour

Position Overview:
This Technical Project Manager position supports a long-standing health insurance client undergoing several parallel IT modernization initiatives. The role exists within the Commercial PMO team under the VDS division, which oversees project delivery across portfolios including Data Exchange, Telephony, Mobile/Full Site, and Adobe Experience Manager (AEM). The team consists of 8–10 project managers reporting to a Portfolio Manager, and project teams typically include 8–20 members. This position plays a key role in ensuring project alignment with corporate timelines, scope, and budget expectations while maintaining adherence to standard SDLC processes. In this position, the selected candidate will oversee up to five concurrent projects at varying levels of complexity in a strong matrix environment. They will be responsible for full lifecycle project management—from initiation to post-implementation—ensuring deliverables are completed on time, within scope, and meet quality standards. The candidate will coordinate with cross-functional stakeholders, manage communications and resources, and report on status and risks throughout the life of each engagement.

Required Skills/Experience/Qualifications:
  • Bachelor’s degree or 4 years of job-related work experience, or an associate’s degree plus 2 additional years of job-related work experience
  • Minimum 5 years of IT project management experience in a leadership role
  • At least 2 years of experience managing two or more concurrent project teams
  • Experience leading projects using Software Development Lifecycle (SDLC) methodologies
  • Proven ability to manage project timelines, deliverables, and scope in a matrixed team environment
  • Proficiency with Microsoft Word, Excel, Outlook, SharePoint Online, PowerPoint, Visio, Project, and Teams
  • Strong written and verbal communication skills for managing project documentation, team coordination, and reporting
  • Demonstrated organizational and presentation skills
  • Experience managing project risks, change management, resource allocations, and status updates

Preferred Skills (Not Required):
  • Familiarity with Azure Boards for project tracking
  • Experience using Microsoft Project to manage timelines and dependencies
  • Previous exposure to Agile or hybrid methodologies within enterprise environments
  • Experience in healthcare, health insurance, or other regulated environments

Day to Day/Responsibilities:
  • Lead one to five simultaneous projects in a strong matrix environment following established Software Development Lifecycle (SDLC) methodologies from project initiation through post-implementation and closure
  • Develop and monitor project artifacts including project plans, risk management plans, communication plans, and other required documentation aligned with internal standards
  • Execute and maintain detailed project plans that define scope, tasks, deliverables, schedules, and resource assignments, ensuring on-time and in-scope delivery within budgeted hours
  • Facilitate effective project communication through regularly scheduled meetings, written recaps, stakeholder correspondence, and recurring status reports using tools such as Microsoft Teams, Outlook, and SharePoint Online
  • Track and manage project risks, issues, and changes to scope, escalating concerns as necessary and documenting resolutions according to internal project governance standards
  • Monitor resource assignments based on project specifications and ensure delivery of assigned work efforts by coordinating team tasks and tracking actual hours versus planned budget
  • Ensure all deliverables are produced in alignment with organizational expectations for quality, schedule, and budget, adhering to corporate methodologies and ISSM (Information Systems Security Management) compliance standards
  • Provide both verbal and written updates on project health, progress, issues, and milestones as requested by leadership and portfolio managers
  • Support audit and documentation requirements by maintaining comprehensive and up-to-date project artifacts, including change logs, issue logs, decision logs, and communication records
  • Report directly to a Portfolio Manager within the VDS Commercial PMO group and work collaboratively with internal project teams ranging from 8 to 20 members depending on project scope
  • Contribute to delivery across portfolios including Data Exchange, Telephony, Mobile/Full Site, and Adobe Experience Manager (AEM) projects as assigned
