Job Details

Purpose:
The purpose is to provide maintenance and support as needed for the Department of Mental Health Prospective Payment System named Claims Validation System (CVS) and related interfaces.

Project Goal:
The primary goal is to provide production problem application development support, assistance, and knowledge transfer as needed for the Department of Mental Health's Prospective Payment System named Claims Validation System (CVS) and related interfaces. A secondary goal is to develop small application enhancements to CVS and related interfaces.
Technical Environment:
Applications that are in production are developed with the following:
  • Visual Studio 2022
  • Azure DevOps (ADO)
  • SQL Server 2019 or newer
  • .NET 8
  • C#
  • CSS
  • HTML 5
  • Bootstrap
Requirements:
  • 10+ years' experience in development experience using Visual Studio is required.
  • 10+ years' experience in development experience with C#, CSS, HTML 5, Bootstrap, jQuery and SQL Server as backend is required.
  • 1+ year development experience maintaining a prospective Payment System (PPS) in a mental healthcare setting is required.
  • 7+ years combined development experience within Visual Studio Team Services (VSTS) and Azure DevOps (ADO) is required.
  • 7+ years development experience with .net is required and 1+ of those years includes .net 8.
  • The working team shall have strong analytical, critical thinking, and time management skills, along with excellent written and verbal communication abilities.
  • Proficiency in fine tuning and enhancing the performance of SQL and C# is preferred.

Performance Requirements

  • The ITSD DMH Project Manager, in coordination with ITSD DMH management, will authorize all issue/problem work to be performed. Each deliverable/problem report assigned under this SOW will require a description of the problem, the resolution to the problem, and the time/cost associated with resolving the issue. The contract developers will be expected to do significant coding and to coordinate their coding activity with the existing development staff. The DEV and TEST environment is shared by 20 NA developers.
  • Assignments are made to the consultant by the Project Manager using Azure DevOps (ADO). The consultant is required to maintain updates in ADO indicating the status, hours used, and hours remaining within 1 day of the error being corrected and implemented in production.
  • Templates for issue/problems documentation required in this SOW will be provided by state staff.
  • SOW Contractors will be required to complete annual Department of Mental Health required online training and attest to understanding and will comply with DMH's requirements.
  • Weekly status reports should be provided detailing each problem report (ADO Task/User Story or Bug) assigned for the week, which will include estimated fix hours, a resolution of the problem, explanation of the cause, what was done to correct it, actual fix hours, updated documentation, and remaining hours.
  • ADO information for all tasks, user stories, or bugs should be updated daily and as required in other documentation.
