JOB DESCRIPTION:

5 YEARS OF MEDICAL SOFTWARE EXPERIENCE REQUIRED

LOCAL CANDIDATES WILL HAVE TO GO FOR IN-PERSON INTERVIEW(F2F)

The Contractor must possess the following minimum qualifications and experience:

 

  • Ten years of experience serving as a project manager and leading and organizing development teams.
  • Five years of direct experience developing web-based applications in a Microsoft ASP.Net environment.
  • Five years of demonstrated experience using TFS.
  • Five years of direct experience with object-oriented development techniques.
  • Five years of experience with SQL database design and analysis.
  • Five years of direct experience writing queries and storing procedures in Microsoft SQL server
  • Five years of experience generating test cases, test scripts, and documenting software issues.
  • Five years experience either the design and implementation of Merlin .Net
  • Five years of experience with the design and implementation of medical software with an emphasis in epidemiology.
  • Five years of experience deployment of application on test and production servers.
  • Five years demonstrated experience software development ensuring information security and patient confidentiality
  • Five years of experience working with end-users and subject matter experts to document existing processes and identify appropriate changes to existing processes.

 

CONTRACTOR RESPONSIBILITIES:

 

  • Update the Contractor s fiscal year 2025-2026 project management plan, which must include the revised required modifications needed to the functionality of Merlin to incorporate the needs of the Florida Birth Defects Registry and submit it to the Department s Contract Manager by 8/1/2025 or 30 days from the date of the issued purchase order. This plan must also include an overall project schedule.
  • Submit a monthly report within 30 days of the end of the monthly period to the Department Contract Manager indicating the total number of hours worked, staff assigned, and a brief description of the activities performed under this SOW.
  • Hold required Joint Application Design (JAD) sessions on a schedule approved by the Department Contract Manager to further define requirements for the FBDR migrations into the Merlin system. All JAD sessions will fully document the requirements and design of the enhancements to FBDR, including the information to be stored, how data will be entered into the system, and design of output reports. Document the sessions in the Monthly Report.
  • Design new software components, document, and test them prior to releasing a new version of the FBDR software in compliance with Department IT procedures and standards, as directed by the Department.
  • On a weekly basis, write .Net code to complete the modifications to FBDR. Document this activity in the monthly report.
  • Weekly, write application code for all support tickets included in each version release.
  • Weekly, troubleshoot system failures as required by the appropriate business unit (Bureau of Epidemiology or the Florida Birth Defects team).
  • Write code utilizing system design documentation as it pertains to Neonatal Abstinence Syndrome (NAS) and opiate/opioid-related birth defects registrations as directed by the Department.
  • Write code utilizing the system design documentation as it pertains to integrating with the Florida Cancer Data System as directed by the Department.
  • Conduct troubleshooting of software defects and system failures within FBDR as needed. Document this activity in the monthly report.
