Requirement/Must Have:
- 10+ years demonstXXd knowledge and experience of IT systems development in multi-platform environments (web, desktop, mobile, mainframe, micro/mini systems, etc.) and multi-tiered open-standard technologies such as JSP/Servlet, JEE, EJB, JNDI, JDBC, JMS, XML, JSON, REST and SOAP-based Web Services, Strut Framework, Oracle XXgner, WebSphere, SUN Solaris, Windows 2008/2012, .NET, VPN, PKI, LDAP, Oracle RDBMS (versions 9, 10, 11 and/or 12), PL/SQL, development and deployment tools (e.g. source codes and application packages management).
- Demonstrated advanced knowledge and experience of full-stack multi-tier solutions/system components analysis, design, coding and systems integration using multiple technologies REST API, SOAP/WSDL web services, JSON/XML messaging and User Interface (e.g., Web components, UI libraries/frameworks), as well as integration with third-party solutions/services.
- Able to identify and coordinate the resolution of technical problems and incidents, conduct research, assess client requirements, lead design projects, and develop recommendations.
- Experience with systems debugging, refactoring, and optimization.
- 10+ years of technical skills and experience in IT systems development across multi-platform environments.
- Thorough knowledge of large-scale complex systems analysis techniques and methodologies, design and development, programming concepts and languages, internet/intranet and emerging technologies.
- Demonstrated experience in full-stack systems components development and integration using technologies such as REST API, SOAP/WSDL, JSON/XML, and UI frameworks.
- Experience using tools such as MS Visio, Power XXgner, Eclipse, JetBrains ClientliJ, Atom/Visual Code for solution artifacts design and development.
- Experience leading a development team to deliver end-to-end enterprise-level IT solutions.
- Ability to conduct solution design and code walkthroughs, provide technical leadership, and lead complex IT projects.
- Knowledge of project management methodologies, analytical tools, ITIL best practices, and work estimation.
- Proven ability to solve technical problems, optimize systems, and develop technical design alternatives.
- Effective communication skills for reporting and stakeholder engagement.
- Ability to manage multiple assignments concurrently.
- Strong interpersonal, consulting, and negotiation skills.
- Experience in the public sector with an understanding of government strategies, directives, and IT standards.
- Requirements analysis in collaboration with business analysts.
- Solutions design and creation of architecture artifacts conceptual, logical, and physical.
- Support for architecture checkpoint activities.
- Conducting solutions design walkthroughs.
- Creating complete technical and user guide documentation.
- Coding and integration of system/solution components.
- Performing system unit and integration testing.
- Developing test cases for unit and integration testing.
- Collaborating with system testers to create functional, performance, and vulnerability test cases.
