Position: Database Administration and ETL SME
Location: Washington DC

Summary:
The contractor filling this role will serve as a Subject Matter Expert (SME) in Database Administration and ETL. The successful candidate must possess a strong technical background and extensive experience with Oracle and Microsoft SQL Server platforms. This role is critical for supporting IT systems by ensuring database high availability, data integrity, security, and operational efficiency. The SME will provide comprehensive support across the full system lifecycle, from design and development to operations and maintenance, with a strong focus on compliance with federal security and data management standards.
Roles & Responsibilities
Database and System Management:
* Perform full-life cycle database management, including administration, design, configuration, and security for Oracle and MS SQL Server platforms.
* Conduct Oracle tuning and SQL optimization to ensure high performance and throughput.
* Design, install, configure, and integrate complex Oracle data warehouse and Fusion Middleware components, including RAC, ASM on SAN, and Oracle Cloud Control.
* Implement Oracle and Linux security protocols, including Oracle TDE/Wallet and Database Vault rule sets.
* Perform system upgrades, changes, and patches in silent mode for various Oracle components (Grid Infrastructure, RAC Database, Fusion Middleware, etc.).
* Create and adhere to Standard Operating Procedures (SOPs) to maintain system high availability.
* Serve as a production manager, monitoring ODAS system operations and providing real-time troubleshooting and support to end-users.
ETL and Data Processing:
* Serve as the SME for all end-to-end ETL processes, from source data evaluation and transmission to data loading and reconciliation.
* Utilize and have extensive knowledge of Oracle data loading tools, including SQL*Loader and Data Pump, with automation via Windows and Linux scripts.
* Demonstrate extensive knowledge of SQL programming using tools such as SQL PlScripts, PL/SQL, and Toad.
* Define and implement secure network data file transmissions using methods such as SAIG, SFTP, and VPN NetScaler, with encryption/decryption via PKI/GPG commands.
System Development and Analysis:
* Perform all phases of the Software Development Lifecycle (SDLC), including business process flow analysis, requirements definition, technical design, and testing for ETL business requirements.
* Analyze and evaluate complex information systems by interpreting Entity-Relationship Diagrams, data dictionaries, record layouts, and logic flow diagrams.
* Translate project requirements into detailed system and design specifications, providing recommendations and alternatives to management.
* Research and perform system analysis for the implementation of big data systems and unstructured databases.
Collaboration and Guidance:
* Work collaboratively with program office staff, OIG system administrators, and DAS staff to deploy applications.
* Interact effectively with end-users to understand needs and provide technical support.
* Provide guidance and instruction to a team of junior-level staff members.
Required Skills
* Relational database administration expertise with Oracle and MS SQL Server.
* Extensive experience with Oracle data loading tools: SQL*Loader and Data Pump.
* Proficiency in SQL programming using SQL PlScripts, PL/SQL, and Toad.
* Hands-on experience with Oracle Fusion Middleware components (Oracle Access Manager, OAM, and Oracle Unified Directory, OUD) for 2FA Smart Card authentication.
* Proficiency with Oracle Cloud Control, Oracle TDE/Wallet, Database Vault, Shell programming, and Oracle WebLogic Server.
* Experience with secure data transmission protocols and tools (SAIG, SFTP, VPN NetScaler, PKI/GPG).
Abilities:
* Ability to interpret and work with technical documentation such as Entity-Relationship Diagrams and data dictionaries.
* Demonstrated ability to perform all stages of the SDLC, particularly for ETL requirements.
* Strong analytical skills to evaluate complex information systems.
* Ability to communicate technical information effectively to both technical teams and end-users.
