Environmental Health Licensing Software Replacement

Background

Current platform will be sunsetting 12/31/2026. Client County will be replacing the current platform with Tyler Technologies' EnerGov platform. You can learn more about the technology here:

Project Objectives

Install new platform in three phases:

  • Food, pool, and lodging inspections
  • County environmental charges (CEC) charge on residential and commercial garbage hauling
  • Solid and hazardous waste compliance

Project Success Factors

  • Fully tested and functioning system that meets our needs and the regulated community
  • Project manager understands the needs
  • Integration with other county systems

  • Customization only as necessary to meet critical business needs

In-Scope

  • All licensing, permitting, and inspections for compliance for Environmental Health
  • Current-state process mapping
  • Elicitation of future-state requirements
  • Future-state process documentation including roles/responsibilities (within out-of-the-box system constraints)
  • Integration with GIS
  • integration with Enterprise Cash Receipting Management (ECRM) and Finance systems
  • Vendor Management assistance
  • Organizational Change Management assistance

Primary Responsibilities:

  • Understands the business drivers and expected business outcomes.
  • Builds trust-based relationships with stakeholders.
  • Develops the project management plans in collaboration with key stakeholders including the vendor to achieve business outcomes.
  • Facilitates the day-to-day aspects of the project schedule, scope, and quality.
  • Tracks the budget.
  • Collaborates with vendor's project manager, RC business analyst, and the project team to align requirements with out-of-the-box functionality.
  • Collaborates to determine/define and implement integration with GIS, ECRM, and Finance processes and systems.
  • Facilitates the project governance team; publishes meeting notes.
  • Creates and maintains the project Teams site.
  • Performs risk management; escalates issues and risks as needed.
  • Provides complete transparency to project performance.
  • Controls scope to achieve value within the approved time and cost; recommends timely corrective actions.
  • Collaborates to develop a transition plan.
  • Logs and follows-through to disposition risks, action items, issues, and decisions.
  • Develops and submits status reports.
  • Other duties as assigned.

Mandatory Qualifications:

  • B.S. or B.A. degree (4 year) (or Associates degree
  • plus an additional 5 years' experience)
  • 5+ years experience in a project management role for systems replacement initiatives
  • Demonstrated competency utilizing waterfall and incremental project approaches
  • Ability to work independently

Desired Qualifications:

    • Experience in the PM role for Tyler Technologies license and permitting platform (formerly known as enerGOV).
    • Experience as a Project Manager in state, county, or city governments or non-profit sector
    • PMP or other project management certification

Project Environment and Schedule

Project Environment :

      • Ramsey County is committed to and the prevention of workplace violence.
      • The Project is sponsored by Environmental Health, a department under the Public Health Division of the Health & Wellness Service Team.
      • The consultant resource for this position will be managed by the Enterprise Project Management Office.
      • The Project Manager consultant will work with the business analyst, business and IS staff, as well as the vendor's projectresources.
      • Ramsey County is operating in a flexible workplace environment. This means that Ramsey County employees work primarily off-site, but in-office work may be required from time to time.
Project Schedule:
      • Anticipated Project Start Date: 8/1/25
      • Anticipated Duration: up to one year with the possibility of extension.
      • Estimated Hours: up to 40 hours per week
      • The County will retain the option to extend the work orders in increments as determined by County staff.

  • The total duration of the interview will be approximately 45-55 minutes.
  • Candidates selected for the interview will be asked to submit sample work products that reflect their current understanding of the project deliverables and outcomes outlined in this sourcing document (e.g., various components of a project management plan, RAID register, etc.). Sample work products from candidates selected for an interview should be submitted no later than 7/14/25 Noon. The interview panel will review the sample work products prior to the interview and will discuss submissions with the candidate during the interview.
  • Candidates will be emailed the interview questions approximately 15 20 minutes before the start of their scheduled interview.
  • Second round interviews maybe scheduled depending on candidate qualifications.
  • The panel reserves the right to end interviews at any time if it deems the candidate does not fit our requirements.
