Position Title: Project Manager Project Lead
Location: Hybrid (3 days remote, 2 days onsite in South Carolina)
Candidate Eligibility: Must be a current SC resident (No relocation allowed)
Contract Duration: 12 months (with possible extension)

Interview Process: One virtual interview round
Vendor Limitation: Only 1 candidate submission per vendor
Project Overview:
The State of South Carolina is seeking an experienced Project Manager Project Lead to oversee the migration of critical applications from a legacy environment to a modern infrastructure. This is a strategic initiative requiring a seasoned professional who can coordinate technical teams, manage scope, and ensure timely project delivery.
Key Responsibilities:

Lead end-to-end project management for application migration and transformation efforts.

Coordinate cross-functional teams, vendors, and stakeholders to ensure smooth execution.

Manage timelines, deliverables, and risks while maintaining clear communication with leadership.

Monitor project scope and budget in alignment with organizational priorities.

Utilize project management tools and methodologies to ensure consistent reporting and accountability.
Mandatory Qualifications:

3+ years of experience in project management with a strong focus on technology projects.

Active Project Management Professional (PMP) or Certified Associate in Project Management (CAPM) certification.

Bachelor s degree in Communications, Business Administration, IT, Mathematics, Statistics, MIS, or a related field.

At least 1 year of experience working with financial applications, enterprise reporting, or transformation projects.
Preferred Qualifications:

Familiarity with state government procurement regulations and processes.

Understanding of state fiscal policies, procedures, and systems.
Additional Instructions:

Use of a sub-vendor is allowed only one level deep, and the Sub Vendor Usage Form must be submitted.

Withdrawn candidates cannot be replaced.
***Lumen and / or its clients will not provide equipment (Laptop, monitor, etc.) to the selected contractor. The contractor must have their own equipment. Access to a virtual desktop set up (software) will be provided by Lumen s client, allowing the user access to the required systems and technology.***
