Job Description:
An experienced Enterprise Architect is needed to serve as the Technical Lead for a major cloud-based software development project. This role will provide technical leadership, oversight, and guidance to the development team throughout the entire project lifecycle, ensuring successful delivery of all project objectives.


Experience Required:

  • Minimum 10 years acting as a Technical Lead on large-scale IT projects, preferably in cloud-based environments.

  • Extensive expertise in Azure Cloud Services (AppServices, Functions, DevOps, Storage, Kubernetes Service, etc.).

  • Proficient in programming languages such as C#, .NET, Python, or JavaScript.

  • Strong experience with RESTful APIs, microservices, serverless computing, CI/CD pipelines, and Infrastructure as Code (ARM templates, Bicep, Terraform).

  • Deep understanding of Agile/Scrum methodologies, secure coding practices, RBAC, compliance frameworks (GDPR, ISO), and both SQL/NoSQL databases in Azure.


Roles & Responsibilities:

  • Serve as the Technical Lead for the cloud-based software development project, providing oversight and direction to the development team.

  • Guide the team through the full project lifecycle, from planning to final acceptance of deliverables.

  • Collaborate closely with the project manager to ensure adherence to project management disciplines and compliance with agency and Commonwealth standards.

  • Review, validate, and ensure the completeness and compliance of all project deliverables.

  • Maintain and monitor project plans, scope, tasks, schedules, and estimates; ensure accurate status reporting to IT management and agency leadership.

  • Direct corrective actions when performance objectives are not met.

  • Act as a liaison between agency leadership, VITA, and the project team.

  • Prepare reports and materials for project reviews with agency leadership, VITA, and oversight committees.

  • Promote best practices, mentor junior developers, and maintain high code quality standards.

  • Communicate complex technical concepts effectively to both technical and non-technical stakeholders.

  • Work onsite a minimum of three days per week as part of a hybrid work schedule.


Required Skills:

  • Proven leadership in technical roles on large-scale, cloud-based IT projects.

  • Advanced Azure Cloud Services expertise.

  • Proficiency in C#, .NET, Python, or JavaScript.

  • Strong knowledge of RESTful APIs, microservices, and serverless architectures.

  • Experience with CI/CD, Infrastructure as Code (ARM, Bicep, Terraform).

  • Familiarity with Azure Monitor, Application Insights, and other monitoring/logging tools.

  • Experience with Azure SQL, Cosmos DB, and other SQL/NoSQL databases.

  • Understanding of secure coding, RBAC, and compliance (GDPR, ISO).

  • Excellent communication, problem-solving, and architectural decision-making skills.

  • Strong grasp of Agile/Scrum practices and ceremonies.


Educational Qualifications:

  • Bachelor s or master's degree in computer science, Engineering, or a related field (strongly desired).


Certifications (Highly Desired):

  • Scrum certifications (e.g., SAFe).

  • Microsoft Certified: DevOps Engineer Expert.
