Scope of Work

  • The Contractor will provide two candidates with previous sworn law enforcement agency experience to provide technical services for the facilitation of registering convicted sex offenders living, working, or attending school in County
  • The two candidates will support ongoing monitoring, auditing, remediation, automation, and documentation efforts for the Sex Offender Registry Unit.
  • The two candidates will, on their own or upon direction, conduct investigative research and analyze intelligence data related to convicted registered sex offenders in County. This will include closed-source intelligence (law enforcement-sensitive databases).
  • As necessary, the two candidates will compile reports on convicted sex offenders, with a nexus to their activity.
  • The contractor will provide two candidate(s) with Senior experience who will provide real-time convicted registered sex offender analysis. This includes experience or ability to utilize law enforcement databases, and other tools, to develop information and intelligence on registered convicted sex offenders in County with a nexus to law enforcement activity.
  • Two Contract staff will work side-by-side with County staff to facilitate knowledge transfer

Additionally, to be successful the candidate(s) will have the following experience and abilities:

  • Database Administration
  • National Crime Information Center (NCIC) 10+ Years.
  • E-Justice 10+ Years
  • OffenderWatch 5+ Years
  • Operating System Administration
  • Live Scan Digital Fingerprinting 10+ Years.
  • Microsoft Office 10+ Years
  • Administrative Tasks
  • Offender DNA Collection 10+ Years of senior experience and certification in the DNA Sample Tracker Database IT system to collect DNA from convicted registered sex offenders.
  • Collaboration with Local, State, and Federal Law Enforcement 10+ Years of senior experience with the usage of the law enforcement communication tool NCIC to assess the criminal histories of convicted sex offenders.
  • Registering Newly Convicted Sex Offenders with 10+ Years of senior experience creating law enforcement agency (LEA) communication Police Information Reports using the County-specific tool, E-Justice, and entering the convicted sex offenders on the nationwide LEA database OffenderWatch.
  • Re-Registering Convicted Sex Offenders 10+ Years of senior experience.
  • Conducting Offender Interviews and Responding to Citizen Inquiries 10+ Years of senior experience.
  • Distribution of Community Notification Flyers 5+ Years and proficient experience developing and creating Microsoft Word print materials for distribution
  • Adapt effectively to dynamic environments.
  • Demonstrate a high level of organizational commitment.
  • Display collaborative skills within a process-driven environment

Deliverables

  • Database Administration
  • Senior knowledge and 10+ years of NCIC database experience are required to retrieve federal, state, and local level criminal record histories of convicted sex offenders.
  • Senior knowledge and 10+ years of experience in creating Police Information and Offense Reports in E-Justice.
  • Proficient knowledge and 5+ years of OffenderWatch database experience are required to:
  • Fully document required electronic state and federal forms
  • Review and validate externally entered data
  • Access the cloud-based nationwide automated convicted offender registry.
  • Electronically register newly convicted offenders and re-register current convicted offenders.
  • Facilitation of the electronic validation of offenders' phone numbers and email.
  • Evaluation of the OffenderWatch automated proactive alerts
  • Operating System Administration
  • Senior knowledge and 10+ years of experience in Live Scan Digital Fingerprinting experience is required to transmit convicted sex offender fingerprint data to the Department of Justice for mandatory criminal record checks. Digital fingerprinting collects and analyzes various data points to securely track and identify convicted sex offenders.
  • Proficient knowledge and 10+ years of experience in Microsoft Office are required to access shared secured electronic folders and upload and download secured files
  • Administrative Tasks
  • Senior knowledge and 10+ years of experience in DNA collection and certification.
  • Extensive senior knowledge and experience with County, Maryland's police districts and geographical landscape to incorporate the IT- enabled mapping components of OffenderWatch with the Community Notification tasks.
