Description

SAIC is seeking a Quality Assurance Manager for full time Flex Work, in support of U.S. Army National Guard G2 and Strategic Partner support task order. Must have an active DOD Secret clearance and ability to obtain TS, preferably located on the central east coast.

Job Duties:
  • Serve as a support services Quality Assurance Manager (QAM) supporting a major task order including 25+ active projects.
  • Perform as an independent identity, with unbiased reporting directly to the SAIC corporate Quality Lead and indirectly to the MISS TO Compliance Manager.
  • Work collaboratively with the Performance and Review Office (PRO) team of 3+ staff: Compliance Manager, Technical Writer(s), and Documentation Manager.
  • Own the quality management system, including owner/author of the Quality Management Plan (except Award Fee management), and mature current quality processes. Take initiative toward new innovative process across the task order.
  • Provide secondary support to the Compliance Manager for Government Award Fee Determination Plan adherence and all related processes.
  • Devise and implement methods and procedures for inspecting, testing and evaluating the precision and accuracy of products. Create and utilize process and product audit standardized quality checklists.
  • Perform quality product audits on all deliverables (and non-deliverables as needed) and maintain an audit record database on Modern SharePoint.
  • Maintain an internal quality audit schedule and audit artifact repository on Modern SharePoint.
  • Perform internal quality process audits of Technical Direction Plans (projects), two per month at minimum, complete audit interviews and reports, and brief internal and external stakeholders.
  • Perform internal quality practice audits across the task order in accordance with the ITILv4 framework at least monthly; complete audit interviews and reports; brief internal and external stakeholders.
  • Document and track process, practice, and product audit findings to closure within the quality toolset on Modern SharePoint and the corporate iPAL.
  • Utilize and update the program Modern SharePoint quality application content.
  • Maintain a corrective action system designed to identify root causes and solutions to problems, issues, and concerns, and track corrective actions to closure. Lead all corrective action planning steps. Cite and track to closure all other quality citation types.
  • Perform statistical analysis to assess control and manage product quality risks.
  • Provide ongoing TO Performance Work Statement requirements validation.
  • Actively seek areas to implement task order-wide preventative quality controls based on trend analysis and active engagement with internal senior leadership.
  • Provide quality input for and support: Monthly Status Reports, Monthly Quality Stoplight Reports, Quarterly Corporate In-Process Reviews, Quality Management Plan updates, etc.
  • Serve as quality liaison, provide general staff support to include training staff on quality activities, completing open quality actions, and escalation to the Compliance Manager.
  • Create and manage lessons learned and process improvement methodology and databases of record.
  • Assist in developing and implementing key quality metrics to monitor product and process performance, analyze data to identify trends and areas for improvement, and create comprehensive reports to communicate findings and support continuous improvement.
  • Engage in Task Lead and Project Manager process improvement efforts offering valuable solutions.
  • Ensure quality records accessibility and adherence to task order, project, and SAIC corporate policies.
  • Establish and present PRO Team orientation to all program managers.

Qualifications

Required Education:
  • Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience; four (4) years of experience considered in lieu of degree.

Qualifications:
  • Experience receiving and giving direction to meet strict deadlines (non-supervisory role).
  • Experience analyzing and implementing statistical quality and risk prevention controls.
  • History of 30+ quality process/practice audits performed against quality best practice industry standards.
  • History of 350+ quality product audits performed on deliverables.

Clearance:
  • Active Secret clearance with ability to obtain Top Secret clearance.

Preferred Experience:
  • Industry standard quality certification(s) (ITIL, ISO, CMMI, Six Sigma).
  • American Society for Quality (ASQ) or other relevant certification(s).
  • Experience with Cost Plus Award Fee (CPAF) contracts.
  • Knowledge of Document Management and Technical Writing principles in order to support a team inclusive of these fields.
