GENERAL JOB SUMMARY:

The Material Price Analyst supports the procurement and proposal teams by reviewing, evaluating, and documenting cost and price data from supplier quotes. This role develops price analysis justifications, ensures compliance with acquisition regulations, and contributes to the development of cost narratives for proposals and audit readiness. Supports supplier and customer negotiations through cost analysis, trend evaluation, and identification of cost-saving opportunities.

ESSENTIAL JOB FUNCTIONS:

The duties and responsibilities listed below apply to all levels. Each level has additional duties and responsibilities listed.

  • Works closely with Material Program Manager(s) & Program Manager(s) to assist in the material pricing of a customer proposal.
  • High level of organizational skills to support multiple proposal efforts.
  • Works closely with the Material Program Managers (MPMs) to develop a material costing strategy.
    • Strategy may include a combination of historical pricing with escalation, coordinating new supplier competitive and non-competitive bids and performing material analysis and cost analysis per FAR and DFAR requirements.
  • Collaborate with supply chain, finance and engineering teams to develop cost models and help to develop cost savings opportunities via development of procurement strategies.
  • Assist in writing Sole /Single Source Supplier Justifications
  • Assist in reviewing and analyzing engineering technical evaluations
  • Perform cost analysis per FAR15.404
  • Proficient in Excel (VLOOKUP, PIVOT table, functions, etc.).
  • Supports the Pricing and Proposal team by providing inputs related to supplier and material cost estimates.
  • Collaborate with Supply Chain, Engineering, and Program Management to gather and validate material pricing data for inclusion in the cost volume.
  • Ability to contribute to internal pricing by providing supplier cost analysis and benchmarking data to support management decision-making.
  • Provides well-documented material cost inputs and supporting analysis to ensure proposal submissions meet adequacy requirements and comply with customer and regulatory expectations, in coordination with the Proposal, Program, and Capture Managers.
  • Assists in preparation for fact-finding meetings with customers and/or DCMA/DCAA, as needed.
  • Ensures that proposals are priced and accomplished in accordance with KUAS policies, strategies, and sound business practices and are within compliance with FAR/DFAR and DoD regulations.
  • Conduct historical price comparisons, market research, and other benchmarking to support fair and reasonable determinations.
  • Develop and prepare material reports as needed. Prepare reports and presentations for internal stakeholders and leadership teams.
  • Writes supporting BOE or cost justification documents.
  • Fosters ethical conduct, practices, andpersonal integrity throughout KUAS to ensure KUAS's ability to attract and retain customers in a highly competitive environment.
  • Other duties and assignments as required.


Material Price Analyst I

  • With direction from Material Program Mangers (MPMs) prepares and completes basic price analysis related to competitive bid proposals.
  • Participates in kick-off meetings and as team members through the proposal development process and during proposal reviews.
  • Assists in the creation of Requests for Quotes (RFQs).
  • Prepare material costs based on historical data and uses history to calculate an escalation cost.


Material Price Analyst II

  • Includes all responsibilities of Analyst I, plus: with direction from Material Program Mangers (MPMs) prepares and completes moderate price analysis related to competitive and non-competitive bid proposals.
  • Completes Sole / Single Source Justifications and Reviews Technical Evaluations for FAR / DFAR compliance.
  • Provides direct support to Material Program Manager and Proposal Manager.
  • Support in preparing and presenting the material summary at executive proposal reviews, including cost breakdowns by material type and identification of potential supplier risks, as necessary.


Material Price Analyst III

  • Includes all responsibilities of Analyst II, plus:
  • Prepares and completes difficult price analysis and cost analysis related to supplier bids.
  • Performs material TINA sweeps per the FAR.
  • Ensures FAR compliance, especially FAR 15.408 Table 15-2.
  • Support contract negotiations by providing detailed cost analysis and benchmarking data.

Compensation: $90,000 - $110,000

KNOWLEDGE, SKILLS & ABILITIES:

Required:

Material Price Analyst I

  • Familiar with and understanding of DOD and FAR/DFAR.
  • Ability to communicate effectively with all levels of management and individual contributors.
  • Ability to think analytically and apply solid judgment when interpreting and applying data, contract terms and conditions, and regulatory requirements to work products.
  • Strong math skills and ability to analyze numeric data.
  • Ability to plan and manage a schedule, commitment to on-time performance, and support concurrent proposal assignments in a time sensitive environment.
  • Ability to direct resources, status tasks, and pay attention to detail.
  • Hands-on skills in the areas of desktop computer applications (MS Office).
  • Ability to work well in a team, and as an individual.
  • Experienced use of ProPricer pricing software is desired.
  • Support of government post award audits of proposals.


Material Price Analyst II

Includes all skills and abilities of Analyst I, plus:

  • Strong understanding of FAR/DFAR required.
  • Knowledge of government defense program procurement cycle.
  • Familiarity with all contract types including Firm Fixed Price, Cost Plus, T&M, and ID/IQ contracting.
  • Familiarity with indirect and direct cost build-ups
  • Ability to communicate, influence and gain commitment of Program and Business Development Team members.
  • High level of proficiency in Excel (lookups, pivot tables, charts, etc.).
  • Ability to lead teams and interact proactively with the technical community to achieve proposal objectives and timelines.
  • Strong time management skills, organizational skills and detail orientation are a must.


Material Price Analyst III

Includes all skills and abilities of Analyst II, plus:

  • Detailed understanding and the ability to properly interpret and apply DoD/FAR/DFAR regulations to the material proposal development and compliance review processes.
  • Advanced negotiation support experience to lead cost discussions with suppliers.
  • Ability to train and mentor others successfully.


Preferred:

  • Prior experience developing Government Proposals for engineered solutions.
  • Former Government Procurement experience.


EDUCATION AND EXPERIENCE:

Required:

Material Price Analyst II

  • B.S. Degree in Business, Finance/Accounting, Supply Chain, Contracts, or Technical field and 5+ years directly related experience in US Government proposal or procurement.
  • Experience working in an environment requiring compliance with DoD and FAR regulations.
  • May be required to obtain and maintain a U.S. security clearance at the appropriate level (requires U.S. Citizenship).


Material Price Analyst III

  • B.S. Degree in Business, Finance/Accounting, Supply Chain, Contracts, or Technical field and 8+ years directly related experience.
  • May be required to obtain and maintain a U.S. security clearance at the appropriate level (requires U.S. Citizenship).


WORK ENVIRONMENT/PHYSICAL REQUIREMENTS:

  • May be required to lift up to 50 pounds in accordance with KUAS General Safety Training guidelines.
  • May work extended hours or weekends.
  • Office and or manufacturing environment.
  • While performing the duties of this job the employee is regularly required to sit, hold, grasp, type, talk, and hear.
  • The employee is frequently required to stand and walk.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.


TRAVEL REQUIREMENTS:

  • 0-15% May be required between KUAS locations and or vendor sites.
