Role Description:
We are seeking an Oracle Database Architect with strong experience in cloud-based systems, database administration, and production reliability to support a high-profile federal program. This individual will serve as the primary Oracle DBA and system-level architect responsible for designing, maintaining, and securing data architecture, ensuring system performance and reliability, and guiding risk-managed infrastructure changes throughout the development lifecycle.
This is a multi-disciplinary technical role with an emphasis on enterprise database design, system integrity, and cloud infrastructure support in a mission-critical environment.
Key Responsibilities:
Oracle Database Architecture & Administration:
• Act as the Oracle DBA and schema architect for multiple TPM components.
• Design and optimize relational database schema, indexes, partitions, and data models for performance and maintainability.
• Administer all database instances, managing patching, upgrades, tuning, backup/restore, and high availability (HA) configurations.
• Proactively monitor and respond to performance issues, storage capacity warnings, and system events.
• Lead incident response related to database outages or degraded performance.
• Manage database user access, security controls, and compliance with federal audit standards.
System Reliability & Data Flow Monitoring:
• Serve as a primary point of contact during production outages, including coordination of incident response, root cause analysis, stakeholder communication, and application of hotfixes.
• Validate the integrity and scheduling of inbound data feeds (e.g., from legacy system) and outbound data transfers (e.g., to the Department of Labor).
• Oversee the monitoring of automated backups and ensure recovery processes are validated and tested.
• Document and track service reliability metrics; assist in producing system uptime reports.
Cloud Infrastructure & Architecture (AWS):
• Support and manage key components of the TPM architecture hosted in Amazon Web Services (AWS).
• Make architecture recommendations to support system scaling, performance, and cost control.
• Monitor AWS billing, system load, and environment health across development, staging, and production.
• Collaborate with cloud engineers to deploy database instances and storage solutions securely and efficiently.
Change & Risk Management
• Review all system change requests that impact infrastructure, data architecture, or reliability.
• Conduct risk assessments for proposed enhancements, integrations, or migrations.
• Serve as a gatekeeper for production stability, especially during software release cycles.
• Lead efforts to implement preventive controls and rollback strategies for critical systems.
Required Qualifications:
• 5+ years of experience as an Oracle DBA or Database Architect, preferably supporting government clients.
• Expertise in Oracle RDBMS, PL/SQL, performance tuning, and high-volume data processing environments.
• Deep understanding of cloud architecture, especially AWS-based solutions (S3, IAM, AWS Connect, etc.).
• Strong background in incident management, root cause analysis, and production support.
• Experience managing data feeds, ETL processes, and integrations with third-party systems.
• Familiarity with federal security and compliance frameworks (e.g., NIST 800-53, FISMA).
• Excellent documentation skills, attention to detail, and ability to interface directly with technical and non-technical stakeholders.
Preferred Qualifications
• AWS certifications (e.g., AWS Certified Solutions Architect or SysOps Administrator).
• Experience with DevOps/CI-CD integration for database changes.
• Experience supporting Agile teams using Jira for change management and ticketing.
Education Level: Bachelor’s Degree
