The Sr. Business Analyst (Applications) serves as an expert liaison between BCIT and city agencies including Quasi-agencies to lead the development and documentation of requirements, documentation of current and future operational business processes, and supports the development of standard operating procedures to improve BCIT efficiencies. This opportunity is primarily remote but requires applicant to be located in Baltimore to be able to come onsite if needed.
Primary Responsibilities:
· Leads business analysis, business requirements definition, project scoping and small and large IT projects.
· Leads the implementation of complex process changes.
· Acts as representative for BCIT.
· Elicits, captures, validates, and analyzes the business process/requirements of stakeholders in assigned agencies.
· Applies proven communication, analytical, and problem-solving skills to support subject matter experts in decisions regarding process optimization and technological solutions.
· Researches and maps end-to-end views of legacy business processes.
· Analyzes business processes and identifies and validates opportunities for streamlining.
· Designs detailed end-to-end business processes based on confirmed understanding of process drivers and metrics.
· Creates business analysis documentation including use cases, usage scenarios, process flows, data dictionaries, requirements traceability matrices, design documents, and project schedules.
· Performs configuration management of process documentation.
· Analyzes operational data and provides a process for identifying system/operational problems and solutions.
· Analyzes planned changes to assess impact on city employees, customers and stakeholders.
· Participates in project intake meetings; conducts scoping sessions for approved projects.
· Translates conceptual user requirements into functional requirements in a clear manner that is comprehensible to software development team.
· Facilitates and leads process discussions, requirements elicitation and validation work sessions, workshops and workgroups.
· Works with the supervisor, project managers, and other IT staff to develop project scopes, budgets and priorities.
· Supports the functional configuration tasks and activities for software implementation projects.
· Participates in cross-functional teams in enterprise IT systems enhancement projects.
· Other duties as assigned by supervisor.
REQUIREMENTS AND QUALIFICATIONS:
· Bachelor’s Degree in computer science or a related discipline or a combination of experience and education, Master’s Degree preferred. Certifications including any of the following will be a huge plus:
o IIBA Entry Certificate in Business Analysis (ECBA)
o IIBA Certification of Competency in Business Analysis (CCBA)
o IIBA Certified Business Analysis Professional (CBAP)
o IIBA Agile Analysis Certification (AAC)
o IQBBA Certified Foundation Level Business Analyst (CFLBA)
o IREB Certified Professional for Requirements Engineering (CPRE)
o PMI Professional in Business Analysis (PBA)
· 10 years of business analysis (BA), business relationship management (BRM) experience within government, fast-paced, mission critical environments
· Demonstrated experience in technical and workflow documentation using a variety of tools including Visio, PowerPoint, etc.
KNOWLEDGE, ABILITIES AND SKILLS:
· Knowledge of various methodologies for analyzing and documenting requirements and business processes.
· Knowledge of software quality assurance best practices and methodologies.
· Ability to independently lead and conduct business process definition and analysis, requirements definition, gap analysis activities, process optimization, and process risk assessment.
· Proven ability to lead Business Analysts in successful business process definition and analysis, business requirements definition, gap analysis activities.
· Knowledge of the Software Development Life Cycle and best practices for refining requirements in each phase.
· Ability to create systematic and consistent requirements specifications in both technical and user-friendly language.
· Expert knowledge and usage of O365 suite of apps, Visio, Project and JIRA.
· Proven ability to execute tasks, and meet deadlines under pressure in a fast-paced government environment.
· Excellent analytical, negotiation, and organization skills.
· Proven, expert ability to develop and intuitively present complex ideas (conversationally or in presentations) to audiences with varying degrees of technical experience.
· Outstanding customer, communication, and interpersonal skills.
· Ability to identify opportunities to automate processes for efficiencies.
