Overview

Enterprise Data Information Management is seeking a Technology Product Analyst IV to partner across the enterprise to identify, prioritize, and deliver the data product portfolio. Shape vision and roadmaps, drive backlog quality, and ensure business value realization-working under limited supervision.

Responsibilities

Portfolio & Stakeholder Management
  • Guide business unit stakeholders to accurately complete enterprise intake forms and build strong, ongoing relationships.
  • Establish cross-team communication on schedules, dependencies, and decisions; align funding and set SLAs based on MVP prioritization.
  • Demonstrate leadership within product and analyst teams (introducing new ideas, driving improvements, mentoring TPAs, etc.,).
  • Partner with the TPO on product board/backlog creation and ordering to maximize sprint value.
  • Support prioritization and sequencing of portfolio epics/features to align with enterprise priorities and business outcomes.
  • Facilitate regular discussions on capabilities, timing, and prioritization; maintain and update the portfolio roadmap.

Requirements & Delivery
  • Author clear, well-structured epics/features/stories; provide rigorous peer feedback.
  • Elicit, analyze, and validate functional and non-functional requirements using interviews, document analysis, storyboards, use cases, and diagramming.
  • Represent requirements through models, diagrams, prototypes, or scenarios to strengthen team communication.
  • Track and manage requirement status and changes throughout the lifecycle in ADO.
  • Complete feature sign-off following User Acceptance Testing (UAT).

System Analysis
  • Aligning understanding of data analytics with business goals
  • Define and validate non-functional requirements (performance, scalability, availability, security) and operational readiness (monitoring, logging, alerting, runbooks).
  • Perform upstream and downstream impact analysis to ensure stability and integration integrity.

Governance & Metrics
  • Champion Azure DevOps (ADO) agile best practices to ensure transparency on delivery metrics.
  • Align data analytics initiatives with business goals.
  • Ensure compliance with Navy Federal ETS standards, practices, and processes.
  • Perform other duties as assigned.

Qualifications
  • Significant experience in building client relationships, advising leadership, and managing engagements in financial services or consulting.
  • Demonstrated experience leading cross-functional initiatives in a customer-focused Data/Analytics/Technology environment.
  • Strong systems analysis fundamentals and ability to perform data modeling (Hackolade , Erwin or similar).
  • Proficiency in SQL and at least one programming language. (Python, Java, etc.).
  • Experience with Azure DevOps (ADO), and reporting tools (Power BI, Tableau).
  • Hands-on experience with Agile delivery methodologies and testing practices.
  • Experience with testing tools such as Requirements Traceability Matrix, Azure Test Plans, GenRocket, NeoLoad, etc.
  • Advanced influencing, negotiation, and communication skills (written, verbal, and presentation) with executive-ready clarity.
  • Advanced problem-solving, collaboration, critical thinking, and team-building abilities.
  • Proficiency in Microsoft 365 (Word, Excel, PowerPoint, Visio, SharePoint).
  • Bachelor's degree in information technology, Business Administration, or related field (or equivalent experience).
  • Ability to develop process flows that identify challenges and opportunities in business processes.
  • SAFe POPM certification.
  • Advanced knowledge of Navy Federal functions, philosophy, operations, and organizational objectives.
  • Bachelor's degree in computer science or related field, or the equivalent combination of education, training, and experience.
