Position Description
Harris County Universal Services (Universal Services) is transforming the way the County does business and seeking a Sr. Web Developer/System Administrator to join our team.
Universal Services is the enterprise IT solutions center for the departments and offices of Harris County, providing Information Technology, Public Safety and Justice Technologies, 311 Constituent Engagement Services, Fleet Services, and Records and Information Governance Services.

Position Overview:

We are seeking a Senior Website Developer with a System Administration background to join the Creative and Web Services team. This hybrid role requires a strong balance of advanced web development expertise and system administration capabilities to support a large portfolio of enterprise-level web applications and websites for Harris County.
In this role, you will serve as a senior website developer, providing technical direction, support, and development for complex web applications. Working closely with enterprise architects and Agile development teams, you will design, code, test, and debug business software solutions that align with county needs and priorities.
Additionally, you will act as a system administrator, responsible for maintaining and managing over 75 enterprise-level websites hosted in both cloud and IIS-based environments. This includes server configuration, monitoring, and performance optimization in collaboration with cross-functional teams.
Success in this position requires deep technical expertise across both application development and system infrastructure, along with the ability to troubleshoot complex issues, respond to user feedback, and contribute to continuous improvement initiatives.
Job Responsibilities:
  • Design, develop, and maintain medium to highly complex websites and web applications with a focus on usability, creativity, scalability, and accessibility.
  • Collaborate with stakeholders to define UI/UX, branding, and business requirements.
  • Build user interfaces using HTML, CSS, JavaScript, and modern front-end libraries, including animation and interactive elements.
  • Ensure compliance with Web Content Accessibility Guidelines (WCAG) and implement the best usability practices.
  • Troubleshoot and resolve complex web development and performance issues using the latest technologies.
  • Maintain and migrate content management systems, websites, and databases-including server-to-server migrations, Microsoft Azure cloud environments, and on-site IIS web servers.
  • Participate in disaster recovery planning and server maintenance activities.
  • Work closely with cross-functional teams-including designers, product managers, developers, and QA-to deliver and deploy business applications.

Requirements
Education and Experience:
  • High School Diploma and 10 years of experience in a related role

OR
  • Associates Degree and 6 years of experience in a related role

OR
  • Bachelor's Degree and 4 years of experience in a related role

Knowledge, Skills, & Abilities:
  • Experience working with .NET, C#, JavaScript Libraries
  • Hands on coding of HTML, CSS, JavaScript, JQuery, etc.
  • Frameworks such as Bootstrap, Angular, etc. are fine; however, the candidate must be able to write HTML and CSS from scratch.
  • Experience design building websites using different web content management systems, such as DNN, SharePoint, WordPress, etc.
  • High level of problem-solving abilities, client facing expertise, and verbal/written communication skills.
  • Migrate, scale, automate, and maintain web and database server resources in Microsoft Azure
  • Knowledge and experience with maintaining IIS Web Servers
  • Experience in maintaining multiple servers and multiple websites at one time.
  • Knowledge and Abilities of working with Content Management Systems
  • Strong analytical skills and experience with both functional and technical requirements.
  • Excellent customer management and management skills.
