We are currently seeking a Intermediate Project Manager - One Person One Record (OPOR to join our team in Halifax, Nova Scotia (CA-NS), Canada (CA).

Job Description:
The purpose of this statement of work (SOW) is to engage an experienced intermediate technical project manager who will be responsible for the critical technical work stream of Operating System transformation and risk mitigation for One Person One Record (OPOR). The Government of Nova Scotia is transforming its information technology services across multiple sectors including its Departments and the Nova Scotia Health (NSH). Several strategic priorities, including a focus on setting a new service agenda for Information Technology (IT) and accelerating government s transformation through technology, have been established. The purpose of this SOW is to engage a dynamic resource who understands the strategic vision of CSDS, has a solid track record of project management and stakeholder engagement, strong IT technical skills especially in networking and business disciplines.
Project Background The One Person One Record (OPOR) program provides the foundation for the implementation of a shared Clinical Information System (CIS) to allow providers to access patient health records across health zones and hospitals in Nova Scotia, automate manual processes that take providers away from clinical care, and better use data to inform health policy and program design. The OPOR strategy requires the replacement the three existing hospital information systems with a core CIS. This will simplify Nova Scotia s clinical systems environment and enable it to be extended into the community. The OPOR CIS is expected to solve many of the existing problems and to enable Nova Scotia s health partners to achieve the following health system goals: * Experience of Care: Access to quality, evidence-informed, appropriate care * Health System Workforce: A workplace culture that fosters leadership, competence, collaboration, and engagement. * Resource Stewardship: Sustainable funding that supports learning, research, innovation, and effective use of resources. * Population Health: Improve health and wellness through health promotion, disease and injury prevention, and primary health and chronic disease management.
2.1 Project Scope The scope is to be delivered at 50 hospital sites across the province according to the OPOR CIS project timeline.
2.2 Key Deliverables Project Manager A - Endpoint Device Operating System Upgrades:
* The Endpoint Device Operating System Upgrades will require input from key client stakeholders, service teams, and in-flight or planned application readiness projects.
* Developing and testing Endpoint Device Operating System image that works for all new devices in the health sector and also deploying to existing devices.
* Implement Endpoint Device Operating System Upgrades on all new devices
* Change Management and Communications Plans
* Weekly Status Reports including Risk Management Log
* Work with on-site technical team to ensure all necessary CAB approvals are received in advance of project changes occurring
* Flag issues with the project contact to ensure they are appropriately addressed
* Present progress and bring forth any decision requests at the Steering Committee
2.3 Timeline Project Manager resources are expected to dedicate their full-time (100%) for the duration of this Endpoint Device Operating System Upgrades project.
2.4 Proponent Qualifications The proposed resource(s) must demonstrate the following qualifications:
* Minimum 5 years managing complex technical projects and programs
* Minimum of 4 years working with provincial public service
* Minimum of 4 years working in the health sector
* Minimum education of Bachelor s degree
* Prior experience managing large health information system projects.
* Ability to develop a comprehensive business and technical roadmap/plan for current and future state.
* Rich experience in planning and designing cross-functional IT projects in the real world.
* Experience working within and across remote teams, inter- and intra-organizationally
* Excellent communication, relationship building and conflict management skills across organizations with competing priorities and workstreams
* Proven track record of successful client engagements
* Proven ability to deliver on-time PMP certified
* Certified change manager with Prosci or CCMP designation
* ITIL Certification
* Preference given to candidates with the above qualifications with experience in the Nova Scotia context
