Schedule: 2 days remote (Wednesdays & Fridays), 3 days onsite (Mondays, Tuesdays & Thursdays)
Level Description
8+ years of experience; relies on expertise and judgment to plan and accomplish goals.
Independently performs a variety of complex tasks with creativity and latitude.
Minimum of 5 years serving as a liaison between the business community and IT teams (Architecture, Project Delivery, Application Sustain, etc.).
Strong background in data analysis and business analysis, including requirements gathering, technology understanding, and project management (PMP certification a plus).

Develops systems and solutions to align with overall business strategies.
Experienced in business process reengineering and identifying technology solutions to improve business effectiveness.
Skilled in industry-standard business process mapping and reengineering.
Prepares solution options, identifies risks, and conducts financial analyses (cost/benefit, ROI, buy/build, etc.).
Documents user needs, program functions, and required steps for system development or modification.

The Business Analyst will focus on digital transformation and business process reengineering (BPR), driving operational improvements and aligning business strategy with execution.
Key expectations:
Expertise in analyzing, redesigning, and optimizing complex business processes to improve efficiency and customer satisfaction.
Collaboration with IT, operations, and product teams to implement and adopt updated workflows.
Strong skills in analytics, communication, and change management to support organizational transformation.
Deep expertise in business architecture and familiarity with the MITA framework.
Key Responsibilities
Lead Digital Transformation: Drive large-scale initiatives, leveraging emerging technologies to achieve organizational goals.
Business Process Reengineering (BPR): Analyze current-state processes, identify inefficiencies, and design optimized future-state processes. Implement reengineered workflows ensuring measurable improvements in efficiency, cost-effectiveness, and quality.
Strategic Business Modeling: Develop and maintain business architecture artifacts (BPMN process models, data models, capability/value streams, organizational models). Communicate complex business concepts effectively.
Stakeholder Engagement: Work with senior leadership, business units, IT teams, and external partners to elicit and validate business requirements. Translate objectives into actionable specifications.
Bridge Business & IT: Serve as liaison between stakeholders and technical teams, ensuring mutual understanding of business impacts and technical implications.
Candidate Skills & Qualifications
Minimum Requirements:
12 years of progressive experience in a Business Architect or similar strategic role, focusing on enterprise-level initiatives.
12 years of experience leading or contributing to digital transformation and BPR projects, demonstrating measurable improvements in efficiency and service delivery.
12 years of expertise with MITA (Medicaid Information Technology Architecture), including practical application in complex systems (experience with MITA SS-A highly desirable).
10 years of advanced business modeling skills with BPMN, UML, ArchiMate, and enterprise architecture frameworks (e.g., TOGAF).
10 years of strong analytical, problem-solving, and critical thinking abilities.
10 years of excellent communication and presentation skills, able to explain complex concepts to both technical and non-technical stakeholders.
10 years of negotiation, facilitation, and conflict resolution skills.
8 years with a Bachelor s degree in Business Administration, IT, Computer Science, or related field (Master s preferred).
8 years of experience collaborating with technical and non-technical teams on complex business problems, including analysis and evaluation of existing methods and procedures.
Preferred Qualifications:
12 years of direct, hands-on experience with Health and Human Services (HHS) integrated eligibility systems (Medicaid, SNAP, TANF, CHIP), with knowledge of federal regulations and state-specific policy nuances.
10 years of experience in government or public sector environments.
10 years with relevant certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma (Green/Black Belt).
10 years of experience with Agile or SAFe methodologies.
