Job Details

Comtech is seeking a Senior IT Project Manager to lead the planning, execution, and delivery of a
statewide IT implementation project for the NC Department of Health and Human Services (DHHS)
Division of Public Health (DPH). The Project Manager will serve as the primary liaison between business
stakeholders, technical teams, and vendors, ensuring successful execution within scope, schedule, and
budget while adhering to State governance and compliance requirements.
This role requires a highly experienced leader who can integrate business and IT priorities, manage
multiple stakeholders, oversee vendor deliverables, and ensure that the solution meets the technical,
functional, and regulatory needs of the State
The Senior IT Project Manager will be responsible for:
Lead planning and execution of a statewide IT project with multiple stakeholders and
vendors.
Develop, maintain, and monitor project schedules, budgets, and resource
allocations.
Manage project governance processes, including risk management, change control, and
issue resolution.
Ensure all project management artifacts are developed in alignment with State CIO,
DHHS, and PMBOK standards.
Serve as the primary liaison with DPH business stakeholders, IT staff, and vendor
teams.
Oversee vendor deliverables, contract compliance, and milestone achievement.

Lead and facilitate stakeholder workshops, presentations, and governance reviews.
Ensure alignment of the project with statewide priorities while minimizing disruption to
ongoing operations.
Support development of rollout and training plans to ensure operational readiness.
Develop, track, and report on KPIs, SLAs, and project health metrics.
Input and maintain project information in the State s Touchdown system.
Ensure technical readiness during implementation and supervise production support
activities.
Write procurement documents (RFPs, RFQs) and technical artifacts in support of the
initiative.
6 Expertise and/or Relevant Experience:
Required Skills - Senior IT Project Manager
M1. 8+ years of experience managing large, complex IT system implementations.
M2. Proven track record of delivering projects within scope, budget, and schedule.
M3. Demonstrated experience with risk, cost, schedule, quality, testing, and communications
management.
M4. 7+ years of experience using Microsoft Project, SharePoint, and MS Office Suite.
M5. Experience managing both Waterfall and Agile projects.
M6. Strong knowledge of technical architecture, infrastructure, database design, and web-
based technologies.
M7. Experience with vendor management on large-scale IT system implementations.
M8. Strong written and oral communication skills, with ability to present to executives.
M9. 8+ years of experience with project management methodologies and tools, including Agile,
Scrum, and Kanban.
M10. Ability to lead effective project meetings and communicate across all stakeholder levels.
Highly Desired Skills - Senior IT Project Manager
D1. Prior experience managing public health program IT initiatives.
D2. PMP Certification (PMI); Agile/Scrum Master certification preferred.
D3. Experience writing procurement documents (RFPs/RFQs) and technical artifacts.
D4. Experience managing COTS/SAAS implementations.

D5. Experience with legacy system migration, data conversion, and rollout planning.
D6. Prior experience collaborating with state or local government agencies.
D7. Familiarity with SharePoint end-user features (sites, libraries, groups).
D8. Experience in healthcare IT projects, with knowledge of regulatory and compliance
frameworks.
