Job title : Data Architect (Consultants must be local to Milwaukie, OR)

Location: Milwaukie, OR

Research and properly evaluate sources of information to determine possible limitations in reliability or usability, Apply sampling techniques to effectively determine and define ideal categories to be questioned, Compare and analyze provided statistical information to identify patterns, relationships and problems. Define and utilize statistical methods to solve industry-specific problems in varying fields, such as economics and engineering. Prepare detailed reports for management and other departments by analyzing and interpreting data. Train assistants and other members of the team how to properly organize findings and read data collected, Design computer code using various languages to improve and update software and applications Bachelor's degree in mathematics, statistics, computer science or related field, Strong math and analytical skills are essential to complete job requirements successfully, Able to compile and organize statistical information retrieved and present findings to management, Strong computer skills and ability to use necessary databases and software.

The Data Migration Facilitator will be responsible for the following tasks:

  • Implementing security approaches and apply best practices for data consistency across multiple applications within the Enterprise Modernization Program addressing disaster recover and business continuity.
  • Lead efforts with the Agency staff, licensees, and contracted liquor store agents to identify reports and/or queries needed from the DSSC project and the data lake/mart. Develop a finalized document containing the list of reports, what data fields are needed and prioritization of each report (must, could, nice to have). Prioritization will be used to determine the urgency and schedule to roll out reports.
  • Evaluate for adoption the effectiveness of proposed queries/reports and make decisions using best practices to modify or combine reports or queries for solution optimization and performance.
  • Maintain and update the unified data matrix also known as data inventory analysis document on an iterative basis to support DSSC project implementation. The data inventory analysis document must include a data map of the existing data sets associated with the DSSC, measurement of the quality/integrity of the data sets, as well as recommendations for data migration from various legacy sources.
  • For the Enterprise Modernization Program and DSSC project, facilitates the planning and development of field level mapping efforts with Agency staff, solution vendor, professional services vendor, Enterprise Information Services staff, and contracted liquor store agents to identify field level detail information for each data field. To include identifying the source of truth for multiple varying data sets and each field, mapping them to the future state schema for data cleansing, transformation, extraction and load.
  • Research, develop and report project data information to address data completeness, uniqueness, timeliness, validity, accuracy, and consistency to ensure data integrity and conformance to overall physical design standards.
  • Facilitates meetings with Agency Staff, solution vendor, contracted liquor store agents, and professional services vendor for identification of data to be migrated or not, level of priority for data migration, and summary of data to be migrated based on source and type to develop a data model and design.
  • Provide weekly data migration reports to the project contractors and agency project managers to identify gaps in data or gaps in or process. Proactively raise awareness of risks related to data migration early and often to avoid project delays.
  • Develop and implement a data testing plan and involve project stakeholders in data pre-migration planning and testing.
  • Evaluate project timelines and data-related activities to identify data-related risks, and decide which risks are likely to affect the projects relating to overall system performance. Develop mitigation strategies and design changes to manage those risks.
  • Develops procedural documentation for the process of data migration from legacy systems to the new technology. The data standards and policies will be established through facilitated meetings lead by the data migration facilitator with OLCC subject matter experts, contracted liquor store agents, and vendor representatives to identify and document the final outcomes.
  • Create and maintain a data dictionary based on legacy databases that will feed into the new solutions' schema.
  • Analize data usage, security, integrity, reporting, and database compatibility to establish and design the data lake/mart and use expert judgement to allocate resources appropriately.

Facilitate meetings to address data compatibility and migration with OLCC subject matter experts and vendor representatives with multiple Enterprise Modernization projects ongoing at the same time.
