Summary

This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Software Development Management. The incumbent works as part of a team and is jointly responsible for engineering, implementing, deploying and sustaining the Department of Veterans Affairs mobile/wireless software applications.

Major Duties:

  • Analyzes and designs software applications and provides integration between applications.
  • Participates in the review of the design of products developed by other teams.
  • Confer with systems analysts, engineers, programmers, and others to design application and to obtain information on project limitations and capabilities, performance requirements, and interfaces.
  • Modify and maintain existing software to correct errors, to adapt to new hardware, or to

    upgrade interfaces and improve performance.
  • Identify and leverage the enterprise-wide version control system while designing and

    developing secure applications.
  • Identify basic common coding flaws at a high level.
  • Consult with customers and colleagues about software system design and maintenance.
  • Conduct trial runs of programs and software applications to ensure that the desired

    information is produced, and instructions and security levels are correct.
  • Prepare detailed workflow charts and diagrams that describe input, output, and logical operation, and convert them into a series of instructions coded in a computer language.
  • Develops technical documentation in support of the software design and contributes to

    programming specifications and develops block diagrams.

Work Schedule: Monday - Friday 8:00AM-4:30PM; Tour of duty will be determined based on organizational needs.

Physical Demands: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site

Working Conditions: Work is performed in a typical computer operations environment. Rooms are well-lighted, air-conditioned office spaces with moderate noise from common office equipment. Computer equipment on the operations floor involves the use of high voltage electricity.

Qualifications

To qualify for this position, all qualification requirements must be met by the closing date of this announcement-08/12/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Applicants must meet all requirements when a request is received to fill a vacancy. You may qualify based on your experience as described below:

Basic Requirements

  • Experience:Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Data Systems: Knowledge of computer hardware and software development and systems as they apply to the conception, specification, analysis, planning, development, installation, test, modification and use of data handling and computing systems in support of aerospace flight and ground systems.
  • Information Technology Architecture: Knowledge of architectural methodologies used in the design and development of information systems, including the physical structure of a systems' internal operations and interactions with other systems.
  • Analytical Thinking: Solves problems/issues quickly and effectively, involving a methodical step-by-step approach to thinking; breaks down complex problems into single and manageable components and considering each part in detail; Makes a systematic comparison of various alternatives; Notices discrepancies and inconsistencies in available information; Identifies a set of features, parameters, or considerations to take into account.
  • Communications: Effectively expresses information to multiple audiences through clear dissemination of information and ideas; actively listens to others and demonstrates understanding of their comments and/or questions.

AND

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience in conducting code reviews and software deployment activities to gauge release readiness. Experience in software configuration analysis and troubling shooting software configuration issues. Experience in software design and configuration architecture and tools.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education

Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

Combination: Combinations of successfully completed graduate level education (beyond the first two years) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
