Description

We are looking for a skilled Product Owner - Portfolio Manager to join our team in Des Moines, Iowa. This position involves overseeing cross-functional teams to ensure the successful execution of projects and the delivery of high-quality products. As the central point of communication, you will collaborate closely with stakeholders and team members to prioritize needs, manage resources, and drive continuous improvement. This is a long-term contract opportunity in the government sector.

Responsibilities:
Lead the coordination and management of fusion teams, including QA, BA, PM, and developers, to deliver project goals.
Serve as the primary communication liaison between stakeholders, application development teams, and other departments.
Oversee project scope, budget, timelines, and resource allocation to ensure alignment with objectives.
Facilitate requirement-gathering sessions and document user stories, process maps, and detailed project plans.
Prioritize and manage product backlogs, guiding teams through agile development cycles and sprint planning.
Monitor project progress and provide updates through presentations, status reports, and other documentation.
Partner with vendor project teams, managing relationships and ensuring alignment with project deliverables.
Analyze performance data and user feedback to drive continuous improvement and optimize product outcomes.
Ensure clear communication of expectations and deliverables across technical teams and business leadership.
Maintain high-quality documentation for all stages of the software development life cycle.

Requirements

Minimum of 5 years of experience in project management, including scope, budget, and resource planning.
At least 2 years of experience in product ownership or portfolio management.
Strong understanding of the software development life cycle and agile methodologies.
Proven ability to elicit, document, and translate requirements between technical teams and business stakeholders.
Experience in IT vendor management and fostering productive vendor relationships.
Proficiency in creating detailed documentation such as user stories, requirements, and process instructions.
Excellent communication skills, with the ability to convey technical concepts to non-technical audiences.
Familiarity with agile software development practices, including backlog grooming and sprint planning.
