Term: This scope of work will begin on 7/1/2024 or the date on with the purchase order is issued, whichever is later. It will end at midnight, Eastern Time on 6/30/2025.

PURPOSE - This scope of work is for project management services with the Florida Special Supplemental Nutrition Program for Women, Infants and Children (Florida WIC) in planning, preparing, and managing project management activities related to WIC Management Information Systems (MIS) and WIC Electronic Benefits Transfer (EBT) changes that require federal and state oversight and approval prior to their technical implementations. Contractor will provide these services to the Florida Department of Health (Department).

LOCATION Bureau of WIC Program Services, 2585 Merchants Row Blvd., Suite 305, Tallahassee FL

SERVICE TASKS: Contractor will perform the following tasks in the time and manner specified:

• Produce and revise scheduling documents or project timing tables for WIC Management Information Systems (MIS) changes and WIC Electronic Benefits Transfer (EBT) that require federal and state oversight document preparation as directed by the Department. Initial drafts produced within two weeks after project announcement by WIC leadership, revisions to be completed weekly.
• Produce and revise an Advanced Planning Document (APD) and update documents for developing, acquiring, or implementing WIC Data System software modifications using Food and Nutrition Service (FNS) Handbook 901 as guidance as directed by the Department. Initial draft produced within one month after project kickoff, revisions as required, final document submission no later than 180 days after start of this contract.
• Produce and revise Implementation Advanced Planning Documents (IAPD) for developing, acquiring, or implementing WIC Data System software modifications using Food and Nutrition Service (FNS) Handbook 901 as guidance as directed by the Department. Initial draft produced within one month of final APD approval, revisions as required, final document submission no later than one week before end of this contract.
• Participation in project planning, action, system requirement confirmation, and status meetings, weekly; documentation and follow-up on activities and action items from these activities.
• Assistance in the completion of project deliverables during each phase, focusing on planning and reviewing project deliverables from system contractors and internal workgroups as required for MIS and EBT modifications. Coordinated with the WIC Project Team weekly.
• Assistance in the procurement of hardware and data center processing services and the development of service level agreements as required for MIS and EBT modifications. Initiate s communication and supporting documentation for service requests within the first month of drafting the IAPD.
• Assistance in the development of other deliverables as determined by the WIC Project Management Team.
• Assistance in the development of user documentation as required from MIS and EBT modifications after initial draft approval of IAPD.
• Assistance in the completion of Americans with Disabilities Act (ADA) and Florida DOH security compliance scans from MIS and EBT modifications as directed by the Department.
• Assistance in relating best practices, mentoring, and training other staff as directed by the Department.

DATA SECURITY AND CONFIDENTIALITY TASK: The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.

CRIMINAL BACKGROUND SCREENING - The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor s employee being disqualified from performing services pursuant to this agreement.

TRAVEL - The Contractor will not be reimbursed for any travel expenses under this agreement.
