Department Marketing Statement:

The incumbent of this position functions as an Sr Portfolio Manager IT with responsibility for planning, developing, and implementing special projects for a comprehensive modernization program within the Department of Digital Modernization. The Sr Portfolio Manager is charged with advancing a culture of innovation, experimentation and adoption of industry standards for digital transformation. Serves as an advisor to the Vice President of Enterprise Applications in matters related to technology trends, program planning, budgeting, acquisition strategy, experimentation, portfolio management, Information Technology Governance, research and development for proofs of concept/proofs of principle.

The incumbent serves as a department expert and authority on a variety of matters related to planning, staffing, managing and procurement for IT applications projects. The position serves as a principal coordinator for enterprise applications modernization initiatives and maintains awareness of all internal and external priorities and constraints. The Sr Portfolio Manager evaluates the results of all requests for proofs of concept, product enhancements/modernization for consistency with overall Authority and Department goals and makes recommendations for implementation strategies which encompass all aspects of project/program management to include technology assessments, budgeting, planning, acquisition management, charter definition vendor management, overall project coordination.

MINIMUM QUALIFICATIONS

Education
  • A Bachelors degree in Business Administration, Finance, Accounting, Economics, Engineering, Transportation or a related field
    • In lieu of Bachelors degree, a high school diploma or GED and four (4) years of experience conducting complex cost, budgetary, and statistical analyses and developing, preparing, and monitoring operating and capital budgets. Must have demonstrated experience in developing, managing, and implementing complex, high- profile projects and programs

Experience
  • Seven (7) years of experience conducting complex cost, budgetary, and statistical analyses and developing, preparing, and monitoring operating and capital budgets. Must have demonstrated experience in developing, managing, and implementing complex, high-profile projects and programs or a large-complex portfolio of IT projects

Certification/Licensure
  • N/A

Preferred
  • A Masters degree in Business Administration, Finance, Accounting, Economics, Engineering or Transportation

SUMMARY

The Senior Portfolio Manager supports the DM Organization by executing strategic initiatives and project plans according to budget with on time delivery. The Sr. Project Manager assists with operational efficiencies, cost savings and transformation efforts that align with the DM mission, vision and core values. The incumbent: directs, defines and coordinates program issues; establishes objectives, requirements, plans schedules and estimates costs. The Project Manager reviews proposals, negotiates contracts, monitors technical issues and prepares status reports, recommends best practices and implements process improvements.

ESSENTIAL FUNCTIONS
  • Manages strategic projects and programs to solve critical business problems across the organization.
  • Delivers operational efficiencies to improve performance.
  • Designs and executes the program strategy while tracking and communicating impact across the respective DM Departments and monitors projects status. Forecasts 3 to 5- year strategic plans and ongoing programs
  • Tracks operating and capital budget allocations and spend according to plan for respective project initiatives. Delivers projects on time and within budget.
  • Monitors and tracks compliance impacts and interdependencies with strategic planning initiatives.
  • Mitigates risks and oversees corrective action plans.
  • Tracks and monitors policy and procedure amendments while working with respective subject matter experts (SMEs) across all departments to ensure compliance guidelines are updated and distributed accordingly. Monitors and reports on adherence to defined guidelines.
  • Delivers, tracks and communicates project outcomes to respective stakeholders and monitors change management impacts. Maintains consistent communication with impacted departments on project delivery.
  • Analyzes budget impacts, reviews work systems and procedures, develops performance standards to assist with contract management, productivity analysis and organizational management across project initiatives. Manages outcome and project results against the business model.
  • Oversees and monitors procurement solicitations and their respective impacts on milestone dates relative to project delivery. Monitors and tracks impacts to delivery dates.
  • Develops statement of work, task order and project deliverables to guide vendor performance delivery and monitors service level agreements. Secures vendor support with the right skillsets to deliver project initiatives.
  • Collaborates with interdepartmental and cross functional work groups to ensure requirements and scope for all initiatives are properly defined at all levels (Executive Leadership, Peer Groups and
