Primary responsibilities include the day-to-day and strategic management of staff and resources within the Public Safety Systems Integration Team in the County's centralized IT Department. This includes oversight of application and system developers supporting internal and commercial (cloud and on-premise) applications for the Commonwealth Attorney's and Sheriff's Offices. The position also manages one or more projects or special technology initiatives, ensuring compliance with IT standards and vendor requirements. Responsibilities extend to coordinating with other public safety departments (Police, Fire, and 9-1-1 Communications), modernizing support models, and implementing technology solutions that improve operational efficiency and service delivery. Performs related work as assigned.

Essential Duties

This position manages a team of application and system developers in the implementation and support of internal and commercial (cloud and on-premise) applications. This includes custom interface applications, internal application development, and reporting systems.

The ideal candidate will have experience with project management; implementation and administration of medium to large commercial-off-the-shelf systems involving teams of employees, vendors, technical staff, and auditors; data analysis and report generation; business process analysis; procurement; and implementation of technology solutions to address department problems, needs, and desires.

This team is responsible for several applications supporting the Commonwealth Attorney's and the Sheriff's Offices. This manager will need to work with the team and clients to establish modern processes and streamline the support model, gaining efficiencies which will allow for proactive growth. This manager is also responsible for ensuring the supported applications, servers, and databases are upgraded according to schedule and kept in compliance with vendor support requirements and IT standards. While the position is primarily focused on the Commonwealth Attorney's and the Sheriff's Offices, this team is part of a larger Public Safety Team that supports Henrico Police, Henrico Fire, and the 9-1-1 Communications center.

This position requires excellent communication and interpersonal skills. Computer and technology skills should include Microsoft 365 suite, web technologies, and an understanding of the interactions between IT networks, servers, and databases.

Candidates should demonstrate the ability to:

  • Plan, direct, delegate, and implement projects in an effective and timely manner.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and formulate recommendations.
  • Utilize various computer applications at an advanced level.
  • Interpret and explain processes, procedures, and maintain effective working relationships with County staff, contractors, vendors, and other stakeholders.
  • Supervise staff: managing schedules, training, work-load distribution, and other duties as required.
  • Write clear and concise reports, memoranda, and letters.

Minimum Qualifications

Four (4) year degree in a relevant IT field and six (6) years of progressively more complex and responsible experience relevant to assigned IT functional area(s) of responsibility, including some previous supervisory experience; Or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Additional Information

The expected hiring range is $95,470 - $104,856.

A criminal history record check and fingerprinting is conducted on all persons conditionally offered employment, including a conditional offer of initial employment, or a conditional offer to promote, demote, or laterally transfer an employee.

May require of a valid driver's license to provide support at locations Countywide.

May require other certifications relevant to assigned IT functional area(s).
