This Cobol Mainframe Programmer 6 (CMP6) will work on high profile mainframe application projects within the Child Care Child Welfare (CCCW) section, maintaining online and batch application programs by reviewing, analyzing, coding, testing, and debugging application code. They will develop specifications, diagrams, flowcharts and documentation. The CMP6 will analyze and develop programs using COBOL, DB2, XML, and JCL for the new enhancements. The CMP6 will implement application changes, enhancements and new applications and provide post implementation support. Knowledge on .NET, C#, SQL Server are nice-to-have skills.
This position requires a bachelor's degree in a related area and 10+ years of experience in the field or in a related area. Familiar with a variety of field concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals.
The individual in this position will:
- Be responsible for providing technical solutioning on complex eligibility applications and its architecture.
- Works closely with the project lead and management to understand and prioritize project tasks. Solves complex technical problems. Understands business objectives and problems.
- Understand the requirements, analyze the impact of the system, develop process documents and flowcharts, design, code, unit/integration test and deploy using mainframe tools and technologies.
- Collaborate with analysts, QA, and business users to gather requirements and deliver solutions.
- Conduct code reviews and participate in unit and smoke testing.
- Create and maintain technical documentation, database models, and system architecture diagrams.
- Provide post-production support and resolve system issues in a timely manner.
- Ensure adherence to development standards, performance optimization, and security best practices.
- The selected candidate must provide copies of any/all certifications as part of the hiring process.
The candidate should have strong communication skills and should be a team player.

Interview Process:
- Phone and web-based interviews will be acceptable.
- However, an in-person interview may be required.
- Interviews will be set up shortly after the posting close date.
- MUST provide three (3) business references for the interview. (One reference must be a supervisory level.)
- ALL candidates must be located within the United States. ALL contact information must also be domestic. Absolutely no work outside of the US is allowed.
- Selected candidate will not be assigned specific work-space however, may be required to report in person as needed with minimal notice.
- An in-person interview may be required before a final hire is made. The hiring manager has discretion to allow phone or video interviews at any point during the process.
- Please provide three (3) business references for the interview.
- The selected candidate will be required to sign all onboarding documents as part of the onboarding process. Candidate will also be required to complete any security training as directed by the division, department, or agency.
- The selected candidate will be required to complete a criminal background check and any fingerprinting as required by the position.
- This position is budgeted for 1960 hours annually. Hours will be prorated in the first year based on start date.

- Suppliers must disclose any/all levels of sub-contracting and their respective supplier s name(s).
