Lead Application Development Engineer

Position Purpose:

• Designs, develops, and implements complex enterprise software solutions.
• Collaborates closely with technical and non-technical roles such as data modelers, architects, business analysts, data stewards, and subject matter experts (SMEs) to provide design, technical analysis, development/configuration, testing, implementation, and support expertise representing the interest of the business across the enterprise.

Story Behind the Need:

• Our team consists of 3 Business System Analysts and 6 developers supporting Medicare and Medicaid. We are a dedicated and hard-working team.
• We follow Agile methodologies.
• Our team is responsible for developing and supporting applications for Medicare and Medicaid enrollment. The reason for this request is we are looking to increase our team size for additional work.

Typical day & team interaction:

• Taking part in our daily standups
• Taking part in any other project related meetings
• Working on development of the story assigned to contractor
• Responsibilities will include coding, unit testing, peer code review, deploying code
• Will be a mix of new and minor enhancements
• Contractor will interface with the QA/UAT Team
• Will work closely with Team Lead for project deliverables
• Contractor will work independently as a Lead Level software engineer
• Ability to design, create service designs.
• Standard schedule/hours
• Must be able to work independently, needs to be self-starter.

• Candidate will be solving complex problems due to high volume of data processing.

Education/Experience:

• A Bachelor's degree in a quantitative or business field (e.g., statistics, mathematics, engineering, computer science). Preferred: Computer Science/ Information system degree
• Requires minimum 8 years of related experience.
• Or equivalent experience acquired through accomplishments of applicable knowledge, duties, scope and skill reflective of the level of this position.

Technical Skills: One or more of the following skills are desired.

• Experience with Other: evaluating and improving Code Quality /Standards
• Experience with Other: working with and directing third-party Application Developers
• Knowledge of Programming Concepts; Software Design
• Experience with Change Management
• Experience with Enterprise Architecture
• Soft Skills:
• Intermediate - Seeks to acquire knowledge in area of specialty
• Intermediate - Ability to identify basic problems and procedural irregularities, collect data, establish facts, and draw valid conclusions
• Intermediate - Ability to work independently

License/Certification: Scaled Agile Framework (SAFe) preferred

• Minimum 8 years' experience required with C#, SQL, REST API. C# is the top skill needed in this role.
• Additional requirements include, SQL/Oracle, .NET and Angular. We work on both oracle and SQL databases, more so on Oracle.

Nice to haves: Healthcare experience is a plus

Disqualifiers: lacking C# experience, all skills listed are needed but C# is number 1 need.
