Senior Product Manager

Introduction:

The Senior Product Manager will provide strategic product management services to the Health and Human Services Delivery Center for the HR1 initiative. This position collaborates with stakeholders to better understand and plan a product roadmap and strategy, and to execute changes needed to implement HR1 requirements. The role involves managing digital products connecting millions of Pennsylvanians to health and human services and benefits during a major technology transformation.

Responsibilities:

• Drive, refine, and execute a strategic product roadmap for HHS to meet HR1 mandates
• Facilitate the development of business/functional/systems requirements and process models
• Ensure alignment and define success measures for projects/technical solutions
• Lead cross-functional project teams to research, define problems, and execute implementation plans
• Serve as a liaison between business and IT groups, including vendors
• Translate policy and administration goals into digital product solutions
• Develop and implement policies, procedures, and standards to improve quality and efficiency
• Synthesize research findings into actionable recommendations
• Utilize user research, analytics, and other methods to drive product decisions

Requirements:

• At least 5 years of experience in technical or strategic product management
• Experience delivering technology for HHS or Federally funded programs including SNAP, Medicaid, TANF or Unemployment Insurance (or similar programs)
• Experience leading or managing complex technical products involving legacy systems and complex data structure
• Experience leading cross-functional teams in government contexts
• Experience communicating with non-technical audiences and capacity building with staff new to agile and user-centered design
• Excellent oral, written, and visual communication skills
• Strong facilitation and people management skills
• Experience managing vendor teams and working with multiple vendors
