Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

 

The Department of Information Resources (DIR) requires the services of three (3) Business Analyst Level 3, hereafter referred to as Worker, who meet the general qualifications of a Business Analyst Level 3 and the specifications outlined in this document for the above-named customer.    

The HHSC Intellectual and Developmental Disability (IDD) Services and Preadmission Screening and Resident Review (PASRR) section provides services to Texans with intellectual and developmental disabilities. PASRR is a federally required process to identify people with mental illness, intellectual disability, or developmental disability who apply to, or reside in, a Medicaid-certified nursing facility (NF) to ensure that the NF admission is appropriate. PASRR is also intended to ensure people residing in a NF are receiving all necessary specialized services.

The PASRR program plans to enhance the Long-Term Care online portal (LTCOP) by automating the process for requesting and authorizing PASRR IDD habilitative specialized services (IHSS). The LTCOP system is used by LTC providers to submit forms, screenings, evaluations, and the Long-Term Care Medicaid Information section of the Minimum Data Set Assessment. The project is scheduled to begin in January 2026, with implementation of the system changes set for the end of June 2026. 

 

The Worker will serve as a Business Analyst for the IHSS Automation project. The Worker will report directly to the PASRR Director and work with IDD Services and PASRR program staff, Product Owner, sprint teams, and other project stakeholders as needed to provide subject matter expertise; perform business analysis work; review, assess, and develop business processes; create and validate user acceptance testing; and provide support for the systems development life cycle.  

 

The Worker will provide Business Analyst services that include, but are not limited to, the following:

 

Analyzes program policies and procedures to determine their effect on automated systems and system functional areas. 

 

Analyzes and reviews complex project deliverables such as project charters, business user requirements, design documentation, test plans, and risk assessment plans to ensure business requirements are met.

 

Serves as liaison by providing consultation, documentation, and direction regarding analysis, design, configuration, testing, and policy implementation of the system.

 

Develops, documents, and revises system design procedures, test procedures, and quality standards. 

 

Identifies and prioritizes the product backlog to ensure efficient use of resources.

 

Creates test plans that accurately map back to the documented business requirements or user stories.

 

Participates in user acceptance testing and testing of new system functionality. 

 

Tracks, documents, and reports status of testing.

 

Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them. 

 

May develop training curriculum and conduct formal training sessions covering assigned systems module. 

 

Performs related work as assigned.

 

Services are expected to start on or around January 1, 2026, ending by July 31, 2026. 

 

Required skills:

  • 8 years of Experience in performing complex business analysis and writing technical documentation.
  • 8 years of Experience reporting project status to management including risks, issues, and key decisions.
  • 8 years of Experience identifying project risks and issues; and developing/implementing mitigation strategies.
  • 8 years of Experience in effective general written/oral communication, including documenting requirements, deliverables, test scenarios and project status.
  • 8 years of Experience utilizing business analysis skills and interacting with business end users to gather, validate and document business requirements and translate into technical solutions to satisfy the business needs.
  • 8 years of Experience performing review and approval processes of complex technical user and system requirements written by vendors.
  • 8 years of Experience with Microsoft Office products (Teams, Word, Excel, Visio, and PowerPoint).
  • 8 years of Experience coordinating and developing test plans/strategies, exit criteria, and test scenarios.
  • 8 years of Experience executing detailed test cases within a complex software environment.
  • 8 years of Experience using testing management software.
  • 8 years of Experience utilizing the Agile software development methodology.
  • 8 years of Experience as a Business Analyst.
  • 8 years of Experience approving and prioritizing user stories based on stakeholder feedback and subject matter expertise.
  • 8 years of Experience with Medicaid management information systems and processes.

Preferred skills:

  • 4 years Knowledge of Texas Medicaid programs and PASRR.
  • 2 years of Experience with the Long-Term Care Online Portal application.

 

WORK LOCATION:
B) The primary work location will be 701 W 51st St., Austin, TX 78751.

Position will be 5 days remote. ***Subject to change per manager***
