The Business Analyst III is responsible for overseeing, managing, and implementing the development of documentation for the client's Management Information System (MIS). The Work
The Business Analyst III is responsible for overseeing, managing, and implementing the development of documentation for the client's Management Information System (MIS). This position requires a blend of technical expertise, project management skills, and collaboration with various stakeholders to ensure the successful translation of current system functionality into actionable system requirements.

Responsibilities
- Develop, manage, and implement the client's MIS requirements documentation project plan.
- Coordinate all project activities, including:
- Reviewing the current MIS system functionality.
- Translating system functionality into clear and usable requirements.
- Documenting business needs and system requirements for the Client's program.
- Performing a gap analysis of existing system documentation to identify discrepancies with federal, state, and program requirements.
- Apply project management methodologies to create accurate plans for gathering and documenting business requirements of the Client's system.
- Ensure effective communication with leadership, stakeholders, and team members throughout the documentation process.
- Provide support, guidance, and direction to team members in analyzing current systems and documentation.
- Lead collaboration efforts to identify and develop business requirements.
- Conduct and supervise gap analyses of existing system functionality against current system documentation and program needs.
- Enhance team understanding of federal, state, and program guidelines as they pertain to documentation.
- Develop expertise in the Client's application to ensure effective leadership in delivering accurate system requirements.
- Mentor and assist team members in building their technical understanding of the Client's system.
- Facilitate stakeholder collaboration to finalize and obtain approvals for requirements and priorities.
- Serve as a liaison between leadership, stakeholders, and technical teams to align requirements with program objectives.
- Regularly collaborate with team members and stakeholders to ensure project tasks and milestones are on track.
- Monitor project progress continuously, proactively identifying and addressing potential risks or issues.
- Provide detailed and timely project updates or status reports to leadership and key stakeholders.
- Other duties as assigned .
Qualifications
Here's What You Need
- 10 years of experience as a Business analysis, including requirements elicitation and documentation.
- 10 years of Project Management Framework knowledge.
- 10 years of large-scale IT operations and information technology industry trends knowledge.
- 10 years in in defining all types of requirements, functional specifications, and other deliverables
- 10 years of interpersonal relationships skill, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel.
- 10 years of creating clear, complete, and actionable requirements documentation.
- 10 Years of ensuring accuracy in documenting system functionality and regulatory requirements.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
Minimum Skills:
- Must possess problem-solving skills.
- Exceptional communication skills, both oral and written
- Analyzing and interpreting raw data.
- Requirements gathering and documentation.
- Business process improvement and system design.
- Ability to respond effectively to customers with a sense of urgency.
- Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
- Highly motivated with the ability to handle and manage multiple tasks at any one time.
- Ability to forge new relationships, individual and teaming in nature.
- Must be a Self-starter, that can work independently and as part of a team.
Preferred Qualifications:
- 8 years of interpersonal relationships, negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel.
- 5 years of experience working with government regulations or compliance frameworks.
- 5 years of project management experience.
- 5 years of experience leading a team or workgroup.
- 5 years of policy interpretation and translating regulations into system requirements skills.
- 5 years of experience with elicitation techniques such as reviewing current MIS functionality and translating into requirements.
- Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field.
- 2 years'experience with gathering management information system requirements at a large
organization.
- 2 years experience creating solicitation or contact requirements
- PMI-{BA or IIBA CBAP.

Working Conditions
- Professional office environment, with the ability to work onsite in the main office.
- Must reside in the Austin area.
- Must be physically and mentally able to perform duties extended periods of time.
- Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
