Job Overview:
This position is for a Regulatory Programs Specialist. The role involves managing and administering the day-to-day implementation of Universal Service Programs (USPs) in accordance with regulatory requirements. The position requires negotiating contracts with Community-Based Organizations (CBOs) that implement programs such as WRAP, OnTrack, Operation HELP, and CARES, which assist low-income and payment-troubled customers. The role also includes training and monitoring contractors and CBO caseworkers, coordinating activities, and ensuring compliance with regulatory standards.

Responsibilities:
  • Direct the implementation and communication of energy conservation and customer assistance programs in compliance with PUC regulations.
  • Plan, direct, and coordinate activities of internal and external resources/vendors, including negotiating contracts.
  • Provide training for USP caseworkers and conduct presentations for CBOs supporting low-income customer programs.
  • Evaluate performance standards of CBOs and contractors to meet PUC reporting requirements and ensure quality programs.
  • Manage the annual USPs budget and implement program changes based on regulatory guidance.
  • Coordinate with internal departments and external organizations to implement PUC-required programs and expenditures.
  • Develop and implement marketing initiatives to promote USP programs effectively.
  • Establish and maintain strong relationships with community leaders, CBOs, and internal departments to ensure effective program implementation.
  • Monitor workflow, productivity, and program expenditures, adjusting resources as needed to meet goals.
  • Prepare and support the completion of PUC-required reports and internal ad hoc reports.
  • May be assigned an emergency and storm role during power outages or other emergencies.

Qualifications:
  • Bachelor's Degree or 7 years of equivalent experience in customer service or human service programs.
  • Five (5) years of experience in the electric utility industry, energy efficiency providers, or community-based organizations.
  • Experience implementing programs and services for low-income families.

Preferred Qualifications:
  • Bachelor's or Master's degree in business, communications, marketing, or a technical discipline.
  • Ten (10) years of experience in the electric utility industry, energy efficiency providers, or community-based organizations.
  • Strong writing, oral communication, and analytical skills.
  • Experience in vendor performance management and managing budgets.
  • Proficiency in Microsoft Word and Excel.
  • Ability to work effectively with individuals at all organizational levels and adapt to change.

Pay Range: $35 - $42

The specific compensation for this position will be determined by a number of factors, including the scope, complexity and location of the role as well as the cost of labor in the market; the skills, education, training, credentials and experience of the candidate; and other conditions of employment.
