Job Title: IT Procurement Technician
Location: Austin, TX 78751
Duration: 2 Months (with possibility of extension)
Job Summary:
We are seeking an experienced IT Procurement Technician to support procurement activities within a state health services environment. The role involves solicitation development, contract management support, and collaboration with cross-functional teams. Candidates should be comfortable operating with limited supervision and capable of making independent decisions within procurement processes.
This position requires strong knowledge of business trends, government regulations, software licensing, vendor negotiations, and pricing strategies. Candidates with Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM) credentials are highly encouraged to apply.
Key Responsibilities:
Collaborate with subject matter experts (SMEs) to gather and include program-specific requirements into procurement documents.
Provide high-level technical assistance regarding procurement strategies and procedures.
Lead and coordinate the editorial development of solicitation packages.
Analyze procurement needs from multiple program areas and partner departments.
Work closely with procurement and legal teams to determine solicitation methods, timelines, and posting strategies.
Act as subject matter expert in procurement workgroups and training efforts, including creating presentations for management and staff.
Coordinate quality assurance efforts on procurement deliverables and documentation.
Minimum Qualifications (Required):
At least 5 years of experience writing Requests for Proposals (RFPs).
At least 5 years of experience leading Joint Application Development (JAD) sessions to gather stakeholder requirements.
At least 5 years of experience developing key performance indicators (KPIs) for solicitations and contracts.
At least 5 years of experience conducting quality assurance activities on large-scale projects.
Preferred Qualifications:
Experience working with or within Texas Medicaid programs.
Experience creating process flows for both current-state (AS-IS) and future-state (TO-BE) operations.
Experience developing cost models, pricing workbooks, and financial documentation.
Prior involvement in drafting Federal funding requests (Planning and/or Implementation Advance Planning Documents).
Familiarity with the State of Texas Procurement and Contract Management Guide.
Experience drafting RFPs for Texas state health agencies.
Experience in negotiating large-scale contracts.
