  • Link Technologies (LinkTechConsulting.com), a Las Vegas-based IT consulting firm, is currently seeking an ArcGIS Geospatial Architect and Development Lead to join our team.

    JOB SUMMARY

    This role will design and lead the development, integration, and governance of enterprise GIS solutions, ensuring consistency with organizational strategies, data policies, and public health goals. The ideal candidate will possess technical expertise in Esri ArcGIS, leadership in geospatial data governance and data management, and a strong understanding of health and human services Medicaid program delivery.

    QUALIFICATIONS

    • Bachelor's or master's degree in Geography, GIS, Computer Science, Public Health, or a closely related discipline.
    • Minimum of seven (7) years of hands-on GIS experience, including a minimum of three (3) years in a senior or architect capacity focused on cloud-based systems, ideally within the health, human services, or public sector.
    • Advanced expertise in Esri ArcGIS (including ArcGIS Pro Advanced database management and network analyst toolsets), covering data organization, geocoding, spatial evaluation, and web-based mapping application creation.
    • Minimum of five (5) years of experience utilizing SQL Server Enterprise Geodatabases with ArcGIS tools for geospatial data handling.
    • Minimum of five (5) years working with Python and SQL, including developing custom functions and procedures.
    • Minimum of two (2) years of involvement in agile or scrum-based software development processes.
    • Proven track record in geospatial governance, including drafting policies, engaging stakeholders, and supporting structured decision-making.
    • In-depth understanding of data stewardship, metadata practices, and ensuring data integrity.
    • Strong skills in communication, technical documentation, and managing stakeholder relationships.
    • Capable of handling multiple initiatives, setting priorities, and working autonomously.


    PREFERRED

    • Familiarity with Medicaid, public health, or social services programs, systems and datasets.
    • Certifications in GIS (e.g., Esri Enterprise System Design Professional, Esri ArcGIS Enterprise Administration Professional, GISP).
    • Experience leveraging machine learning and LLMs for data extraction, cleaning, and documentation
    • GeoAI for spatial data analysis and prediction and/or generative AI to enhance various aspects of Geospatial Analytics Platforms.
    • Experience with Snowflake Data Warehouses, especially as a source/target for ArcGIS integrations.
    • Custom web-based application interfaces and tools.


    RESPONSIBILITIES

    • Lead the design, implementation, and governance of ArcGIS-based geospatial solutions for mapping healthcare clients and provider locations, ensuring data quality, security, and compliance with state and federal policies and procedures.
    • Develop and maintain geospatial data architectures, workflows, and metadata standards to support enterprise mapping and analytics needs.
    • Coordinate and collaborate with internal teams, external partners, and stakeholders to gather requirements, define governance frameworks, and ensure effective data sharing and integration.
    • Oversee the creation and management of GIS datasets, including demographic, socioeconomic, health, and program data, ensuring accuracy and completeness.
    • Mentor and guide GIS analysts and developers, providing best practices for spatial analysis, web mapping, and data visualization using ArcGIS tools.
    • As the single point of contact for the IT organization, collaborate and coordinate with GIS data analysts and data scientists to: o Establish and enforce geospatial data management policies, documentation standards, and quality assurance processes. o Conduct Advise and oversee advanced spatial analyses to inform public health initiatives and track compliance to contract requirements. o Prepare and present technical reports, dashboards, and interactive web maps for executive leadership and external stakeholders.
