Project Overview:
The Pennsylvania Department of Human Services (DHS), in partnership with the HHS Delivery Center and federal entities such as the Centers for Medicare & Medicaid Services (CMS), is implementing an Electronic Case Management (ECM) system built on a common enterprise platform. This solution is designed to:
- Improve data and information sharing
- Reduce maintenance efforts and operational costs
- Enhance data security and regulatory compliance
The ECM system will replace multiple legacy systems and serve the following DHS program offices:
- Office of Medical Assistance Program (OMAP)
- Office of Mental Health and Substance Abuse Support (OMHSAS)
- Office of Children and Youth and Family (OCYF)
- Office of Long-Term Living (OLTL)
- Office of Developmental Programs (ODP)
- Office of Child Development and Early Learning (OCDEL)
- Bureau of Hearings and Appeals (BHA)
- Centers for Medicare & Medicaid Services (CMS)
- Administration for Children and Families (ACF)
Position Summary:
The Enterprise Project Manager (PM) will lead the ECM implementation across all participating DHS program offices. This includes managing the full project lifecycle, developing onboarding and decommissioning plans, and ensuring communication across stakeholders and governance structures.
The PM will develop subject matter expertise (SME) in case management processes and work collaboratively with other project managers to ensure alignment with both technical and business objectives.
Key Responsibilities:
- Lead ECM implementation and project delivery across DHS
- Develop and manage detailed project plans and resource schedules
- Coordinate with DHS leadership, HHS DC, and federal partners
- Support onboarding of program offices to ECM platform
- Oversee decommissioning of legacy systems
- Facilitate governance communications and reporting
- Manage vendor and technical team collaboration
- Ensure project compliance with all applicable laws and regulations
Required Skills and Experience:
- 7+ years of experience managing technical projects with complex IT structures and vendor involvement
- 7+ years of experience implementing enterprise-level solutions
- PMP Certification (Project Management Professional) Required
- Four-year college degree or equivalent technical study Required
- Familiarity and experience with Pennsylvania DHS Highly Desired
- Strong communication, leadership, problem-solving, organizational, and interpersonal skills
- High level of business and technical acumen
- Must be a proactive, results-driven, and assertive project manager
- Must reside in Pennsylvania
- Must pass a criminal background check and provide a Pennsylvania State Policy (PSP) PATCH report
- Must provide professional references (points of contact)
Work Schedule and Expectations:
- 8.0 hours/day, Monday through Friday
- Core hours between 7:30 a.m. and 4:00 p.m.
- 30-minute or 1-hour lunch break (between 12:00 p.m. 1:00 p.m.)
- Primarily remote work
- In-office attendance required on the first Wednesday of each month (or the following Wednesday if necessary)
- On-site location: 2525 North Seventh Street, Harrisburg, PA
- Candidate may be required to report on-site more frequently if policy changes
