Summary

You will serve as a ENGINEERING TECHNICIAN in the NAVFAC Facilities Engineering and Acquisition Division (FEAD), of NAVFAC SOUTHWEST.

Duties

Help

  • You will monitor construction projects for a safe, successful and timely completion.
  • You will provide overall coordination of the construction quality management program for assigned projects.
  • You will guide contractors on pre-award site visits.
  • You will investigate and make recommendations for solutions on engineering problems that may arise on construction contracts, such as unforeseen conditions, contractor requests for information (RFIs), and dimension conflicts.
  • You will maintain extensive contact with key contractor representatives to promote an atmosphere of partnering and cooperation and to quickly resolve problems and maintain construction schedule.
  • You will ensure contractors are conducting monthly site safety self-evaluations and submitting the information with the pay vouchers/invoices.

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete the "CQM for Contractors" course associated with the U.S. Army Corps of Engineers and other technical training as identified in the CI Community Management Plan.
  • You will be required to complete Parts I and II of the most current correspondence courses associated with the U.S. Army Corps of Engineers Safety and Health Requirements Manual and complete the NAVFAC 40-hour Construction Hazard Awareness course.

Qualifications

For Applicants who are current Federal competitive or prior Federal competitive or excepted service employees:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Applying engineering concepts, principles and practices applicable to the full range of engineering disciplines (civil, mechanical, electrical, and environmental) required for the design, layout, execution processes of construction operations in order to provide input on construction projects; 2) Ensuring compliance of quality control plans for construction projects; 3) Making recommendations to resolve problems encountered during construction operations; 4) Interpreting construction guidance specifications for the purpose of monitoring contract compliance; and 5) Reviewing and enforcing the management of a contractor's safety program assuring adherence to contract requirements **NOTE** This information must be clearly supported in your resume.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:1) Reviewing and enforcing the management of the contractor's quality control and safety program to assure adherence to contract requirements; 2) Reviewing and discussing Activity Hazard Analyses (AHAs) and Accident Prevention Plans with contractors prior to beginning each work activity in accordance with quality control; 3) Ensuring project progresses on schedule, within budget, and in accordance with all applicable technical, safety and quality control requirements; 4) Performing technical engineering assignments, construction quality management, quality assurance planning, quality control, project partnering, and construction safety practices; and 5) Reviewing contractor invoices for accuracy against actual work performed. **NOTE** This information must be clearly supported in your resume
