Overview

A skilled Program Manager is needed to provide leadership and oversight for large, complex technology initiatives. This role manages the end-to-end planning, execution, testing, and delivery of cross-functional programs while ensuring alignment with business objectives. The Program Manager will guide program teams, steward budgets, mitigate risks, and support organizational change across a broad stakeholder landscape.

Key Responsibilities

Program Management

  • Develop comprehensive program, portfolio, and project plans utilizing Waterfall, Agile, and Hybrid methodologies.
  • Define scope, goals, deliverables, timelines, and success metrics.
  • Manage vendor relationships and ensure delivery against contractual scope, timelines, and budget constraints.
  • Oversee and coordinate unit, functional, performance, and user testing activities to ensure quality outcomes.
  • Use program and project management tools for tracking, reporting, and documentation.

Team Leadership

  • Communicate effectively with senior executives through presentations, written updates, and strategic discussions.
  • Lead prioritization sessions, roadmapping, and trade-off conversations with key program stakeholders.
  • Provide guidance and oversight to project managers and cross-functional teams.
  • Promote a collaborative and productive program environment.
  • Facilitate communication and alignment across technical, business, and operational teams.
  • Lead conflict resolution and change management activities.

Stakeholder Management

  • Build strong relationships with sponsors and executive stakeholders.
  • Provide timely communication on status, risks, issues, and mitigation strategies.
  • Ensure program objectives remain aligned with business needs throughout delivery.

Risk & Issue Management

  • Identify, assess, and mitigate program-level risks and issues.
  • Monitor program progress and performance, escalating when necessary.

Budget & Resource Management

  • Develop and manage program budgets within governance requirements.
  • Oversee resource planning, forecasting, and utilization across the program.
  • Monitor expenditures to ensure alignment with approved budgets.

Transformation & Organizational Change Management

  • Lead organizational change and transformation activities to ensure solution adoption and process alignment.

Process Improvement

  • Support continuous improvement of PMO methodologies, processes, and tools.
  • Stay current with evolving practices in program and portfolio management.

Minimum Qualifications

  • High school diploma or GED and nine (9) years of experience managing multiple IT and business projects.
    • Associate degree counts as two years experience.
    • Bachelor s degree or higher (in Computer Science, Business Management, or Project Management) counts as four years experience.
  • Two (2) or more years in a lead role collaborating across divisions and organizational levels.
  • Active PMP or PgMP certification.
  • Active CSM or SAFe certification.
  • Two (2) years of experience with MS Project.
  • One (1) year of experience with Azure DevOps or Jira.

Desired Skills

  • Experience leading large, complex SaaS vendor implementations.
  • Experience supporting transit-related initiatives.
  • Strong emotional intelligence and ability to navigate diverse organizational environments.
  • Excellent communication and collaboration skills across executive and operational levels.
  • Proven ability to deliver large, high-visibility initiatives within tight constraints.
  • Experience with PPM (Project Portfolio Management) tools.
