Job Overview
Client is seeking a Senior Program Delivery Manager to lead and manage the delivery of strategic initiatives across multiple programs and workstreams. The successful candidate will oversee complex project portfolios using Agile, SAFe, Waterfall, and Kanban methodologies. This leadership role involves coordinating efforts across Release Train Engineers (RTEs), Project Managers, Scrum Masters, business stakeholders, and vendors to ensure successful delivery, strategic alignment, and compliance.
Key Responsibilities
- Lead and manage a program delivery team ensuring high-quality outcomes across initiatives.
- Oversee program-level initiatives and monitor progress against timelines, milestones, and critical paths.
- Collaborate with business units and cross-functional teams to define initiative goals and align delivery plans.
- Assign and manage resources for initiative planning and execution.
- Track and mitigate risks, issues, and deviations from the critical path across programs.
- Define and manage program control points, KPIs, and success metrics.
- Ensure compliance with all Client, VDOT, and VITA standards, policies, and governance processes.
- Provide expert guidance in Microsoft Project Online (POL) and other project management tools.
- Implement and maintain Agile, Scaled Agile (SAFe), Kanban, and Waterfall frameworks, ensuring proper usage.
- Mentor and support RTEs, Scrum Masters, and Project Managers in risk management, change management, and budgeting.
- Drive organizational change efforts in line with project goals and stakeholder expectations.
- Prepare and deliver executive-level presentations and status reports.
Required Qualifications
- 10+ years of experience leading and managing direct reports and setting team strategy.
- 15+ years of experience managing complex, multi-stream projects using Agile, SAFe, Kanban, and Waterfall.
- Proven success in program-level leadership with measurable outcomes.
- Advanced knowledge of Microsoft Project Professional, POL, Azure DevOps, Microsoft Planner, Teams, SharePoint, and Power BI.
- Strong facilitation, collaboration, and communication skills across all organizational levels.
- Demonstrated ability to manage organizational change and critical path scheduling.
- Deep knowledge of portfolio and lifecycle project management, governance, and compliance.
- Ability to develop and implement new processes and frameworks that incorporate industry best practices.
- Strong problem-solving skills with a proactive and adaptable mindset.
- Excellent written and verbal communication skills, including documentation of procedures.
- Experience in budgeting, financial oversight, and resource allocation.
- PMP Certification is required.
