This position is located at Installation Management Command Headquarters G9 NAF Hospitality Division.

Duties

Help

Applies advanced IT principles, concepts, methods, standards, and practices to plan and carry out difficult and complex assignments and develop new methods, approaches, and procedures. Develops and interprets policies, procedures, and strategies governing the planning and delivery of IT services throughout the organization.

Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues. Applies planning regulations, laws, and policies to the organization's business requirements. Develops performance management plans and performance measurement methods and tools.

Applies methods for identifying and resolving IT workforce issues. Develops goals and objectives to support the organization's Information Technology Strategic Plan. Prepares the budget submission in support of the IT Capital Plan. Lead development of an enterprise IT modernization plan. Using knowledge of the interrelationships of multiple IT disciplines, advises senior management and other senior IT professionals on solutions to a wide range of IT issues.

Performs as system owner for enterprise applications for Risk Management Framework and IT governance requirements. Manages configuration control requirements for the organization's portfolio of systems. At the most senior level, serves as the senior expert or consultant to top agency management officials. Responsible for developing and implementing information security and information assurance policies, principles, and practices.

Qualifications

Resumes must be two pages (or less). Resumes should clearly demonstrate the applicant's relevant experience, skills, knowledge and abilities as they pertain to this position.

A qualified candidate must possess the following:

Experience in information technology positions which includes one year of specialized experience in strategic planning and delivery of a full range of IT services to support business requirements. Experience must include skill in applying IT policy and planning concepts and practices directly related to the duties described above.

OR

A master's degree or 2 full years of progressively higher level graduate education leading to a master's degree in the following disciplines: Computer science, engineering, information systems management, mathematics, operations research, statistics, or technology management.

In addition to the above, candidates must possess:

1. Attention to detail - Experience developing and completing full life-cycle business applications analysis and management, based upon the organization's mission and goals.

2.Customer service - Demonstrated experience providing assistance to both internal and organizations and agencies in the areas of business applications support, user needs, and system requirements. Experience assessing customers' needs, meeting quality standards, and evaluating customer satisfaction.

3.Oral communication - Experience conducting formal presentations and/or briefings to audiences at varying levels of hierarchy and technical expertise.

4.Demonstrated problem-solving skills - Experience evaluating business applications within the IT operations of the organization to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified":

1. Demonstrated experience managing Hospitality industry (hotels and/or food and beverage) technology requirements.

2. Demonstrated experience managing IT projects.

3 .Demonstrated experience with government or industry security framework and IT portfolio management.

4. BS/BA in MIS/Hospitality or related field.

Area of Consideration

  • This job is open to The Public.
  • The Duty Station for this position is located at Fort Sam Houston, TX. You will be expected to physically reside within commuting distance of Fort Sam Houston, TX. Situational telework can be provided for weather-related emergencies, office closures, or other situations where telework serves a compelling Agency need

PCS Costs

  • Payment of Permanent Change of Station (PCS) costs are authorized based on a determination that a PCS move is in the Government's interest.

Incentive Eligibility

  • For the purpose of eligibility, a recruitment incentive is authorized for a newly hired employee, defined as an individual being hired to a NAF position for the first time, or one who is being reinstated or reemployed after a break in service of at least 1 year.
  • For the purpose of eligibility, a relocation incentive is authorized for a current NAF employee to accept a RFT position in a different geographic area requiring a PCS move. The relocation must be without a break in service. The relocation incentive is additional to payments authorized for PCS movement.
