Job Overview:
We are proactively identifying experienced candidates for a Project Manager role to support a potential Comprehensive Child Welfare Information System (CCWIS) modernization effort with the Missouri Department of Social Services (DSS). This initiative will enhance systems supporting child welfare services, public assistance, Medicaid compliance, and coordination with law enforcement.
Note: This position is part of a pipeline recruitment effort in preparation for a formal Request for Proposal (RFP). Candidates selected at this stage will be contacted upon RFP release and contract award.
Responsibilities:
- Lead the full lifecycle management of the CCWIS modernization project, from planning through execution and closeout
- Develop and maintain detailed project plans, budgets, schedules, and scope
- Serve as the primary liaison between DSS leadership, vendors, IT staff, and other stakeholders
- Oversee project governance and ensure adherence to all federal and state child welfare regulations, including CCWIS compliance requirements
- Identify, assess, and manage project risks with timely mitigation strategies
- Coordinate with cross-functional teams, including public assistance, Medicaid, and law enforcement units, to ensure system alignment and integration
- Prepare and present executive-level reports on project status, milestones, and risks
Qualifications:
- Minimum 7 years of IT project management experience, preferably within the public sector or health and human services (HHS) domain
- PMP (Project Management Professional) certification is required
- Direct experience managing CCWIS, SACWIS, or other child welfare system modernization projects is strongly preferred
- Proven track record in vendor and stakeholder coordination on complex IT initiatives
- Familiarity with federal child welfare policy, Medicaid programs, and audit/compliance processes is a plus
- Strong leadership, communication, and organizational skills
