Job Title: Distribution Engineer II
Location: Onsite Daily (with flexibility to work remotely four days per month) | Williamsport, MD 21795
Work Schedule/Shift: Mon-Fri | Minimum 40 work hours per week.
Duration/Length of Assignment: 24 Month Contract to Hire

Position Overview:
This role supports a key initiative involving distributed energy resource (DER) interconnections for residential and commercial energy systems. The position serves a dual purpose: supporting external developers and customers throughout the interconnection application process and ensuring internal teams accurately reflect system data for safe and efficient electrical distribution. The engineer will operate within a broader energy planning and protection team, working in collaboration with designers, linemen, and mapping groups. This small but collaborative team focuses on enabling grid readiness and managing distributed generation projects across MD and WV. The engineer will act as the primary liaison for DER developers, overseeing the application lifecycle from initial review to final interconnection. They will independently manage workloads, verify system compatibility, and organize technical documentation. The role includes frequent communication with internal stakeholders and external customers to provide updates, coordinate meetings, and ensure regulatory compliance. Candidates are expected to operate independently and maintain detailed tracking of multiple active applications in a fast-paced environment.

Required Skills/Experience/Qualifications:
  • Bachelor's degree in Engineering Technology or related field with 0–1 year of experience; OR Associate’s degree plus 2–3 years; OR High School Diploma/GED with 4+ years
  • Proficiency with Microsoft Excel and standard Office tools
  • Strong verbal and written communication skills, especially working directly with developers and cross-functional utility teams
  • Highly organized with the ability to independently prioritize and track multiple projects
  • Experience reviewing technical drawings and understanding utility equipment capacity
  • Working knowledge of National Electric Safety Code (NESC) and National Electric Code (NEC)
  • Valid driver’s license and personal vehicle for occasional local travel to client or customer locations
  • Ability to read/interact with GIS tools, SAP, and internal web-based application tracking portals

Preferred Skills (Not Required):
  • Background in distributed energy resources (DER), utility planning, protection, or distribution system design
  • Prior experience working with solar developers or on solar interconnection projects
  • Familiarity with utility applications such as PowerOn, CREWS, AutoCAD, Energy Delivery Outage Application
  • Experience using tools such as Hyperion/BRIO, BEX, Cognos, or Visual Basic for data analysis
  • Understanding of EMF, RFI, or short circuit inquiry processes
  • Previous work experience in electrical distribution systems (even outside utility context)

Day to Day/Responsibilities:
  • Review new distributed generation (DG) interconnection applications for completeness and accuracy using an internal portal
  • Communicate directly with solar developers to gather missing information, clarify technical requirements, and verify equipment sizing
  • Serve as liaison between developers and internal planning engineers for scoping meetings and technical evaluation updates
  • Use Excel and a web-based portal to track and monitor the progress of active applications
  • Coordinate with internal mapping, design, and meter services teams to verify GIS accuracy, validate equipment, and schedule installations
  • Conduct initial technical reviews of Level 1 applications, including reviewing one-line diagrams and confirming installation meets COMAR requirements
  • Route Level 2 and higher complexity applications to appropriate engineers/designers for further technical evaluation
  • Maintain and organize the DG Application Mailbox, responding to inquiries and following up with customers regarding progress and required corrections
  • Ensure that all installation agreements and inspections are completed before providing formal certificates of completion
  • Regularly update tracking systems and generate reports for the Mapping Group to ensure completed installations are recorded in GIS
  • Review site loads to confirm that interconnecting systems do not exceed predefined capacity limits (typically 10–25 units)
  • Assist with preparing budget documentation such as RPAs (Request for Project Authorization) and ECAT submissions for system reliability upgrades
  • Coordinate with internal distribution planning and protection groups to communicate timeline updates and technical feedback to external developers
  • Respond to voltage or reliability inquiries from customers and regulatory agencies, including short-circuit analysis, EMF, or radio frequency interference concerns
  • Attend on-site or off-site meetings, as needed, to support customer engagements or emergency response efforts
  • Provide daily updates to team leadership on active tasks, challenges, and application statuses
  • Organize and independently manage personal workload in the absence of formal tracking tools or workflows
