Duties

This IT Specialist serves as OET's Senior Digital Strategist/Educational Technology Manager, managing and implementing appropriate technologies to support the operation of an Institutionwide educational technology and media program with a worldwide audience.

In this position, you will:
  • Develops, implements, and oversees the portfolio of educational technologies required to present Smithsonian digital educational content both nationally and internationally.
  • Manages outreach and communication in educational technology.
  • Plans for and manages IT projects to facilitate the introduction and use of new technologies that supports instructional learning and instructional design and equitable access to educational resources.
  • Develops and presents analysis and reports regarding trends, preferences, and other online activity data.
  • Oversees the establishment of goals, articulation of priorities, development of schedules and checklists and the assignment of tasks.

Qualifications

Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-12 level in the Federal Service or comparable pay band system. For this position specialized experience is defined as experience in educational technology as an educational technologist in PK12, higher education IT professional, educational technology in a non-profit or for-profit educational technology company, or in working PK12 integrating technology into classroom instruction. Preference for PK12 teaching experience, front end web development and product management.

In addition to meeting the Specialized Experience for all positions individuals must have related experience demonstrating each of the four competencies listed below:
  • Attention to Detail: Is thorough when performing work and conscientious about attending to detail.
  • Customer Service: Anticipates and meets the needs of both internal and external business partners and customers (any individuals who use or receive the services or products that your work unity produces including the general public, individuals who work in the agency, other agencies, or organizations outside the Government). Provides information or assistance. Delivers high-quality products and services; is committed to continuous improvement. Effectively manages customer relationships.
  • Oral Communication: Makes clear and convincing oral presentations to individuals and groups. Listens effectively; clarifies information, as needed. Speaks and writes in a clear, concise, organized, and convincing manner that is appropriate to the audience. Facilitates an open exchange of ideas to ensure all group input is considered. Handles technical, sensitive, or controversial topics with agility involving executives/managers as appropriate.
  • Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.

  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    • Ability to apply advanced IT principles, concepts, methods, standards, and practices sufficient to oversee and lead digital technologies and new media.

    • Skill in Agile, Waterfall, or other project management methods in order to be the liaison between software developers and OET.
    • Ability to communicate effectively in writing with functional managers, program managers, subject matter specialists, customers, and contractor representatives.
    • Ability to effectively communicate orally with functional managers, program managers, subject matter specialists, customers, and contractor representatives.
    • Ability to manage, lead, direct, and supervise staff towards meeting an organization's program requirements.

    • Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.
