Overview

Our client is seeking an IT PMO Manager to lead enterprise-level program governance and drive Agile transformation across the technology portfolio. This role will oversee the maturation of the Project Management Office (PMO), ensuring alignment of IT initiatives with organizational strategy, business value, and operational excellence. The ideal candidate will combine a deep understanding of PMO frameworks with strong leadership in people development, process optimization, and change enablement.

Key Responsibilities

  • PMO Leadership & Maturity: Establish, refine, and manage the enterprise PMO framework, ensuring consistent project governance, performance visibility, and continuous improvement across teams.
  • Agile Transformation: Champion Agile adoption and hybrid delivery models, guiding teams through organizational change and embedding iterative delivery principles into enterprise processes.
  • Strategic Alignment: Partner with business and IT leadership to ensure project and portfolio priorities align with strategic objectives and deliver measurable outcomes.
  • Governance & Oversight: Develop and maintain governance processes, standards, and templates supporting project execution, portfolio reporting, and risk mitigation.
  • Operating Model Development: Assess and evolve IT delivery models aligned to ITIL and Agile principles to improve predictability, throughput, and stakeholder satisfaction.
  • Team Leadership: Manage and mentor PMO staff, cultivating a high-performing, collaborative culture focused on accountability, transparency, and professional growth.
  • Risk & Financial Management: Oversee project risk assessments, dependencies, budgets, and KPIs to ensure successful delivery of technology initiatives.
  • Performance Reporting: Deliver executive dashboards and portfolio insights to communicate progress, risks, and strategic value realization.
  • Process Improvement: Drive enterprise-wide process optimization, automation, and metrics-driven decision making to increase efficiency and delivery quality.

Required Qualifications
  • 8+ years of progressive experience in IT project, program, or portfolio management (6 years with Master s).
  • Minimum 5 years leading or managing IT projects or PMO functions.
  • Proven experience in Agile and hybrid delivery transformation initiatives.
  • Strong leadership background with demonstrated success developing high-performing teams.
  • Deep understanding of project governance, strategic alignment, and risk management principles.
  • Expertise in ITIL, PMBOK, Agile, and organizational change frameworks.
  • Excellent communication, stakeholder management, and executive reporting skills.
Preferred Skills & Tools
  • Hands-on experience with MS Project, JIRA, Confluence, ServiceNow, Office Timeline Pro, and MS Visio.
  • Certifications such as PMP, PgMP, CSM, or PMI-ACP.
  • Proven experience standing up or maturing a PMO in a large, cross-functional technology organization.
